Gaza’s Economy Cannot Be Read by the Usual Economic Tools Alone
The war has not merely depressed Gaza’s output or raised prices; it has dismantled the very mechanisms that allow an economy to function as an economy at all.

Gaza’s economy cannot be approached through the usual tools of economic analysis alone, for the issue is not merely a decline in output or a rise in prices, but the collapse of the mechanisms that make an economy function as a normal economy in the first place.

ين خيام النزوح وأكوام الركام، أصبحت عمليات البيع والشراء في غزة مرتبطة بوصول إشعار تحويل على شاشة هاتف أكثر من ارتباطها بتبادل الأوراق النقدية. يقف الزبائن أمام البسطات والدكاكين المؤقتة، بينما يراقب البائع هاتفه بانتظار رسالة قصيرة تؤكد وصول المبلغ. وفي كثير من الأحيان، يكفي ضعف الشبكة أو انقطاع الإنترنت لدقائق حتى تتوقف عملية البيع بالكامل، وكأن الحركة الاقتصادية نفسها باتت معلّقة على إشارة اتصال.
Between the tents of displacement and the heaps of rubble, buying and selling in Gaza have become tied more to the arrival of a transfer notification on a phone screen than to the exchange of banknotes. Customers stand before stalls and makeshift shops while the seller watches his phone, waiting for a text message confirming that the amount has arrived. Often, a weak signal or an internet outage of a few minutes is enough to halt the sale entirely, as though economic movement itself has become suspended on a connection signal.
بهذا الشكل تبدّلت الحياة المالية اليومية في غزة خلال الحرب، فتدمير البنوك وتعطل الصرافات ومنع إدخال السيولة النقدية دفع المال إلى التحول من وسيلة تداول يومية سهلة إلى مورد نادر وصعب الوصول. ومع تراجع حضور النقد في الأسواق، ظهرت بدائل مؤقتة، من القسائم الورقية والتحويلات البنكية إلى شبكات تبادل غير رسمية، ضمن اقتصاد بقاء تشكّل تحت الحصار والندرة والانهيار.
In this way, daily financial life in Gaza has been transformed during the war. The destruction of banks, the paralysis of ATMs, and the prevention of cash from entering have pushed money from being an easy medium of everyday exchange into a scarce and difficult resource to access. As cash has receded from the markets, temporary substitutes have appeared, from paper vouchers and bank transfers to informal exchange networks, within an economy of survival formed under siege, scarcity, and collapse.
وهذا يدفعنا إلى طرح سؤال أوسع: كيف أعادت الحرب تشكيل البنية المالية اليومية في غزة، من النقد والسيولة إلى آليات الدفع، ومن الأسواق الرسمية إلى شبكات التبادل غير الرسمي، وما الذي يكشفه ذلك عن طبيعة «اقتصاد الحرب» الذي يتكوّن تدريجيًا تحت الحصار وظروف ما بعد الحرب؟
This leads us to pose a broader question: how has the war reshaped Gaza’s daily financial structure, from cash and liquidity to payment mechanisms, and from formal markets to informal exchange networks; and what does this reveal about the nature of the “war economy” gradually taking shape under siege and in the conditions after the war?
لا يمكن مقاربة اقتصاد غزة في هذه الفترة عبر أدوات القراءة الاقتصادية المعتادة وحدها، مثل النمو والانكماش والتضخم والبطالة، رغم أهمية هذه المؤشرات. فالمسألة لا تتعلق فقط بهبوط الناتج أو ارتفاع الأسعار، بل بانهيار الآليات التي تجعل الاقتصاد يعمل كاقتصاد طبيعي من الأساس، أي السوق، والنقد، والبنية المصرفية، والتجارة، والنقل، والطاقة، والإنتاج المحلي، والقدرة على تحويل الدخل إلى استهلاك فعلي.
Gaza’s economy in this period cannot be approached through the usual tools of economic analysis alone, such as growth, contraction, inflation, and unemployment, important as those indicators are. The issue is not only a decline in output or a rise in prices, but the collapse of the mechanisms that make an economy function as a normal economy in the first place: the market, money, the banking structure, trade, transport, energy, local production, and the capacity to turn income into actual consumption.
لذلك فإن التحليل الأدق يقتضي النظر إلى مرحلة الحرب باعتبارها انتقالًا من اقتصاد قائم على الحد الأدنى من التبادل والعمل والإنتاج في ظل حصار مزمن قارب العقدين من الزمن، إلى اقتصاد تُدار فيه الحياة اليومية عبر الندرة، والإغاثة، والوساطة، والعمولات، والمخاطرة للوصول للحد الأدنى من احتياجات الأفراد.
A more precise analysis therefore requires looking at the wartime phase as a transition from an economy based on a minimum of exchange, work, and production under a chronic siege approaching two decades, to an economy in which daily life is managed through scarcity, aid, mediation, commissions, and risk, in order to reach the bare minimum of individual needs.
بدأت المرحلة الأولى مباشرة بعد السابع من تشرين الأول 2023، حين تعرضت غزة لصدمة اقتصادية فورية وعنيفة، تراجعت فيها تدفقات السلع والوقود بإغلاق المعابر الرئيسية للقطاع، فتعطلت الأسواق النظامية، وبدأت العائلات بالانتقال سريعًا إلى أنماط استهلاك دُنيا قائمة على التخزين، وتقليص الوجبات، والبحث عن بدائل اضطرارية. لم تكن الصدمة هنا مجرد اختلال مؤقت في العرض والطلب، بل تفككًا سريعًا لشبكات السوق نفسها المتكئة على التدفق اليومي للبضائع من المعابر التي تسيطر «إسرائيل» على معظمها وعلى الكميات الواصلة للقطاع منها. ومع توقف الوقود وتضرر شبكات النقل وبدء النزوح الواسع، ارتفعت الأسعار في مجموعات استهلاكية أساسية، خصوصًا الغذاء والنقل والطاقة المنزلية، وتغيرت وظيفة السوق من فضاء للتبادل الطبيعي إلى فضاء للبحث عن مقومات البقاء.
The first phase began immediately after October 7, 2023, when Gaza was subjected to an immediate and violent economic shock. Flows of goods and fuel fell as the Strip’s main crossings were closed, formal markets broke down, and families rapidly shifted to minimal patterns of consumption based on stockpiling, reducing meals, and searching for emergency alternatives. The shock here was not merely a temporary imbalance in supply and demand, but a rapid disintegration of the market networks themselves, which depended on the daily flow of goods through crossings over most of which “Israel” exercises control, as well as over the quantities entering the Strip through them. With fuel cut off, transport networks damaged, and mass displacement beginning, prices rose across essential consumer categories, especially food, transport, and household energy, and the function of the market changed from a space of normal exchange into a space for the search for the means of survival.
لكن الأخطر لم يكن في الصدمة الأولى وحدها، بل في تحوّلها خلال عام 2024 إلى حالة ممتدة من الانهيار الاقتصادي شبه الشامل. فمع استمرار الحرب، لم يعد الانكماش يعني مجرد تباطؤ في النشاط، بل تقلصًا حادًا في القدرة على ممارسة الفعل الاقتصادي نفسه. ووفق تقرير «الأونكتاد»، انكمش اقتصاد غزة خلال عام 2023 بنسبة 22.6%، تركزت الغالبية الساحقة منه، أكثر من 90%، في الربع الأخير عقب السابع من تشرين الأول. وفي ذلك الربع تحديدًا، سجّل الناتج المحلي الإجمالي الحقيقي لغزة انهيارًا غير مسبوق، متراجعًا بنحو 81.3% مقارنة بالفترة نفسها من عام 2022، وبنحو 80.8% مقارنة بالربع الذي سبقه في 2023، مع خسارة فصلية تُقدّر بحوالي 545 مليون دولار.
But the greater danger lay not in the initial shock alone, but in its transformation over the course of 2024 into an extended state of near-total economic collapse. As the war continued, contraction no longer meant a mere slowdown in activity, but a sharp reduction in the ability to undertake economic action itself. According to an UNCTAD report, Gaza’s economy contracted during 2023 by 22.6 percent, the overwhelming majority of it, more than 90 percent, concentrated in the final quarter after October 7. In that quarter specifically, Gaza’s real GDP recorded an unprecedented collapse, falling by around 81.3 percent compared with the same period in 2022, and by around 80.8 percent compared with the preceding quarter of 2023, with a quarterly loss estimated at about $545 million.
على المستوى المالي والنقدي، شهد قطاع غزة أحد أكثر التحولات راديكالية في تاريخه الاقتصادي الحديث، تمثّل في تحوّل المال نفسه إلى سلعة نادرة. فمع تضرّر البنوك والصرافات والبنية المصرفية، ومنع إدخال أوراق نقدية جديدة، لم يعد الرصيد البنكي مالًا بالمعنى العملي، بل أصبح مجرد رقم معلّق في الحساب، وفق توصيف عبد الرؤوف عثمان من بنك فلسطين. فالتقديرات تشير إلى أن نحو 93% من فروع البنوك تضررت أو دُمّرت، فيما لم يبقَ عاملًا في مرحلة مبكرة من الحرب سوى 3 صرافات آلية من أصل 94 منتشرة في محافظات القطاع، يضاف إلى ذلك تعرّض عدد من الفروع لعمليات نهب وسرقة، من أبرزها عملية السرقة التي تعرض لها الفرع الرئيسي لبنك فلسطين في حي الرمال، الذي اقتحمته قوات الاحتلال وصادرت منه أموالًا وصناديق أمانات وأجهزة إلكترونية.
At the financial and monetary level, the Gaza Strip underwent one of the most radical transformations in its modern economic history: money itself became a scarce commodity. With banks, ATMs, and banking infrastructure damaged, and the entry of new banknotes prevented, a bank balance was no longer money in any practical sense, but merely a suspended number in an account, as Abdul Raouf Othman of the Bank of Palestine described it. Estimates indicate that around 93 percent of bank branches were damaged or destroyed, while at an early stage of the war only 3 ATMs out of 94 across the Strip’s governorates remained operational. Added to this were incidents of looting and theft at several branches, most notably the theft at the Bank of Palestine’s main branch in the Rimal neighborhood, which occupation forces stormed, confiscating cash, safe-deposit boxes, and electronic devices.
في سياق موازٍ، يفيدنا أصلان حرز الله، العامل في قطاع الصِرافة، أنه نشأ سوق سيولة موازية، وصار الوصول إلى «الكاش» يحتاج إلى وسيط وعمولة، هكذا تحولت السيولة النقدية إلى سلعة نادرة، تُشترى بنسب اقتطاع مرتفعة وصلت في ذروة الحرب إلى 45%، بل أكثر في أكثر الأوقات حرجًا في الحرب، وبهذا المعنى، فرضت الحرب في غزة نوعًا من «الضريبة غير الرسمية» على الدخل والمساعدات والتحويلات المالية الواصلة لأهل غزة، بحيث لم يعد السؤال هو كم يتلقى الفرد من مال، بل كم يخسر منه لكي يحوله إلى نقد قابل للاستخدام. وهذا التحول خطير لأنه لا يرفع فقط كلفة الحياة، بل يعيد توزيع الدخل لمصلحة الوسطاء وتجار «الكاش»، ويخلق شكلًا جديدًا من الريع قائمًا على الندرة والاختناق.
In a parallel context, Aslan Harzallah, who works in the money-changing sector, tells us that a parallel liquidity market emerged, and access to “cash” came to require an intermediary and a commission. Thus cash liquidity became a scarce commodity, purchased through high deductions that reached 45 percent at the height of the war, and even more at its most critical moments. In this sense, the war in Gaza imposed a kind of “informal tax” on the income, aid, and financial transfers reaching Gaza’s people, so that the question was no longer how much money an individual receives, but how much of it he loses in order to convert it into usable cash. This transformation is dangerous because it not only raises the cost of life, but redistributes income in favor of intermediaries and “cash” traders, creating a new form of rent based on scarcity and suffocation.
من هنا، فإن التضخم في غزة لا يمكن قراءته على أنه تضخم سلع فقط، بل تضخم مركب. فهناك نقص السلع، وارتفاع كلفة النقل والمخاطر، لكن هناك أيضًا كلفة السيولة نفسها. أي أن المستهلك لا يدفع فقط ثمن الغذاء أو الغاز أو الماء، بل يدفع أيضًا ثمن الوصول إلى وسيلة الدفع والتي تبدلت في الحرب من النقد إلى المقايضة إلى الوسائط المالية الورقية والتحويل عبر التطبيقات المختلفة، لذلك يبدو ارتفاع مؤشر أسعار المستهلك في غزة في 2024 بنسبة قاربت 238% نتيجة منطقية لبنية الاختناق هذه. وفي عام 2025 استمر التضخم، وإن بوتيرة أقل، لكنه ظل يعكس أن انخفاض بعض الأسعار أو تحسن توفر السلع لا يعني استعادة القوة الشرائية، لأن الدخل نفسه منهك، والنقد مكلف، وسوق العمل محطم.
From here, inflation in Gaza cannot be read as commodity inflation alone, but as a compound inflation. There is a shortage of goods, and there are higher costs of transport and risk, but there is also the cost of liquidity itself. That is, the consumer pays not only the price of food, gas, or water, but also the price of access to the means of payment, which during the war shifted from cash to barter to paper financial instruments and transfers through various applications. For that reason, the rise in Gaza’s consumer price index in 2024 by nearly 238 percent appears a logical outcome of this structure of constriction. In 2025, inflation continued, though at a slower pace, but it still showed that a decline in some prices or an improvement in the availability of goods does not mean a restoration of purchasing power, because income itself is exhausted, cash is costly, and the labor market is shattered.
وقد ظهر هذا بوضوح في مسار العمل والدخل. فالبطالة في غزة بلغت مستويات تقارب 80% بحلول نهاية 2024، وبقيت شديدة الارتفاع خلال 2025. لكن أهمية هذه الأرقام لا تكمن فقط في دلالتها الاجتماعية، بل في أنها تعكس انهيار نظام الأجر نفسه. فالعامل لم يفقد وظيفته فقط، بل فقد مكان العمل، وأدوات العمل، والسوق التي كان يبيع لها، وشبكات الحركة التي كانت توصله إلى نشاطه. ومع النزوح الواسع، لم يعد الاقتصاد المحلي قائمًا على علاقة مستقرة بين العمل والدخل، بل على علاقة بين الوصول والمورد. أي أن من يملك قناة تحويل خارجي، أو يحصل على مساعدة نقدية، أو يحتل موقعًا وسيطًا في سوق السلع أو السيولة، هو من يستطيع الاستمرار، لا من يملك مهارة إنتاجية بالضرورة.
This appeared clearly in the trajectory of work and income. Unemployment in Gaza reached levels approaching 80 percent by the end of 2024, and remained extremely high during 2025. But the significance of these figures lies not only in their social implications, but in the fact that they reflect the collapse of the wage system itself. The worker did not only lose his job; he lost the workplace, the tools of work, the market to which he used to sell, and the networks of movement that once connected him to his activity. With widespread displacement, the local economy was no longer based on a stable relationship between work and income, but on a relationship between access and resource. In other words, those able to persist are those who possess a channel for external transfers, or receive cash assistance, or occupy an intermediary position in the market for goods or liquidity, not necessarily those who possess a productive skill.
مع نقص الأوراق النقدية المتداولة، خصوصًا الفئات الصغيرة «الفكة»، انعكست أزمة السيولة مباشرة على المعاملات اليومية، خاصة في القطاعات التي تعتمد على الدفع النقدي الفوري كمعاملات الشراء والمواصلات.
With the shortage of circulating banknotes, especially small denominations and change, the liquidity crisis was reflected directly in everyday transactions, particularly in sectors that rely on immediate cash payment, such as purchases and transportation.
في هذا السياق، ظهرت مبادرة محلية عُرفت باسم «بطاقة وصّلني»، وهي عبارة عن قسائم ورقية بقيم مالية محددة مسبقًا، تُستخدم كوسيلة دفع بديلة عن النقد داخل وسائل النقل. يقوم المستخدم بشراء البطاقة مسبقًا، ثم استخدامها لدفع أجرة المواصلات، بينما يحتفظ السائق بهذه القسائم ليقوم لاحقًا باستبدالها بقيمتها عبر موزعين معتمدين، غالبًا من خلال تطبيقات أو أرصدة رقمية من خلال التطبيق البنكي.
In this context, a local initiative appeared known as the “Wasselni Card.” It consists of paper vouchers with predetermined monetary values, used as an alternative means of payment in transport. The user purchases the card in advance and then uses it to pay the fare, while the driver keeps these vouchers and later redeems them for their value through authorized distributors, often through applications or digital balances via the banking app.
