Kuki-Zo Church Leaders Leave for Aizawl to Advance Dialogue With Tangkhul Nagas

New Delhi: A delegation of church leaders from the Kuki-Zo community has left for Aizawl, the capital of Mizoram, with the aim of carrying forward an initiative for dialogue between the Kuki-Zo tribal people and the Tangkhul Nagas in Manipur.

नई दिल्ली: मणिपुर में कुकी-ज़ो आदिवासियों और तंगखुल नगाओं के बीच संवाद की पहल को आगे बढ़ाने के उद्देश्य से कुकी-ज़ो समुदाय के चर्च नेताओं का एक प्रतिनिधिमंडल मिजोरम की राजधानी आइजोल रवाना हुआ है.

According to a report in The Indian Express, the delegation will meet church authorities there and request their assistance in ending the continuing hostilities between the Kuki and Naga communities in Manipur.

इंडियन एक्सप्रेस की रिपोर्ट के अनुसार, प्रतिनिधिमंडल वहां चर्च अधिकारियों से मुलाकात कर मणिपुर में कुकी और नगा समुदायों के बीच जारी शत्रुता समाप्त कराने में सहयोग का अनुरोध करेगा.

Henlienthang Thanglet, president of the Kuki Zonal Council (KZC), told the newspaper on Monday (July 13), “We tried to reach out to the United Naga Council for dialogue, but were unsuccessful; therefore a delegation of the Kuki-Zo church is going to Aizawl, where it will speak with church authorities. The meeting is scheduled for tomorrow (Tuesday). We hope that the church in Mizoram will be able to persuade the Naga church leadership in Manipur and Nagaland to enter into talks.”

कुकी ज़ोनल काउंसिल (केज़ेडसी) के अध्यक्ष हेनलिएंथैंग थांगलेट ने सोमवार (13 जुलाई) को अखबार से कहा, ‘हमने संवाद के लिए यूनाइटेड नगा काउंसिल से संपर्क करने की कोशिश की, लेकिन इसमें कामयाबी नहीं मिली; इसलिए कुकी-ज़ो चर्च का एक प्रतिनिधिमंडल आइजोल जा रहा है, जहां वह चर्च अधिकारियों से बातचीत करेगा. कल (मंगलवार) बैठक निर्धारित है. हमें उम्मीद है कि मिजोरम का चर्च मणिपुर और नगालैंड के नगा चर्च नेतृत्व को बातचीत के लिए मनाने में सफल होगा.’

It should be noted that tensions between the two communities flared again after the bodies of six Naga civilians were recovered in Kangpokpi district. The incident deepened the strain already present in the region.

ज्ञात हो कि दोनों समुदायों के बीच तनाव उस समय फिर बढ़ गया, जब कांगपोकपी जिले में छह नगा नागरिकों के शव बरामद हुए. इस घटना के बाद क्षेत्र में पहले से मौजूद तनाव और गहरा गया.

While church leaders, on the one hand, are trying to find a path toward dialogue with the help of Mizoram’s church leadership, Kuki civil society organizations, on the other, are demanding “equal justice” for the community, the restoration of humanitarian aid to affected areas, and an early political resolution to the wider ethnic conflict in Manipur.

जहां एक ओर चर्च नेता मिजोरम के चर्च नेतृत्व की मदद से संवाद की राह तलाशने का प्रयास कर रहे हैं, वहीं दूसरी ओर कुकी नागरिक संगठनों समुदाय के लिए ‘समान न्याय’, प्रभावित इलाकों तक मानवीय सहायता की बहाली और मणिपुर में बड़े जातीय संघर्ष के जल्द राजनीतिक समाधान की मांग कर रहे हैं.

KZC spokesperson Ginza Vualzong said at a press conference held in New Delhi on Monday, “Everyone is talking about the six Naga hostages. But people do not know what kind of suffering the Kuki-Zo community is going through. Fifteen Kuki-Zo people have been killed at the hands of the NSCN (IM) and other armed groups, and 14 of our villages have been burned down. We have condemned the killing of the Naga hostages, but justice must be equal for all. We too are victims.”

केज़ेडसी के प्रवक्ता गिंज़ा वुअलज़ोंग ने सोमवार को नई दिल्ली में आयोजित एक प्रेस कॉन्फ्रेंस में कहा, ‘हर कोई छह नगा बंधकों के बारे में बात कर रहा है. लेकिन लोग यह नहीं जानते कि कुकी-ज़ो समुदाय किस तरह की तकलीफ से गुजर रहा है. एनएससीएन (आईएम) और अन्य सशस्त्र समूहों के हाथों 15 कुकी-ज़ो लोगों की हत्या की गई है और हमारे 14 गांव जला दिए गए हैं. हमने नगा बंधकों की हत्या की निंदा की है, लेकिन न्याय सबके लिए समान होना चाहिए. हम भी पीड़ित हैं.’

Earlier, delegations from the Kuki Zonal Council and another influential organization, Kuki Inpi Manipur (KIM), had met Ajit Lal, the central government’s interlocutor for Northeast affairs, and Intelligence Bureau (IB) director Mahesh Dixit.

इससे पहले कुकी ज़ोनल काउंसिल और एक अन्य प्रभावशाली संगठन कुकी इनपी मणिपुर (केआईएम) के प्रतिनिधिमंडलों ने केंद्र सरकार के पूर्वोत्तर मामलों के वार्ताकार अजीत लाल और इंटेलिजेंस ब्यूरो (आईबी) के निदेशक महेश दीक्षित से मुलाकात की थी.

A joint delegation of the two organizations also submitted a memorandum to Union Home Minister Amit Shah, expressing concern over the steadily worsening humanitarian and security situation in Kuki-majority areas.

दोनों संगठनों के संयुक्त प्रतिनिधिमंडल ने केंद्रीय गृह मंत्री अमित शाह को एक ज्ञापन भी सौंपा, जिसमें कुकी बहुल क्षेत्रों में लगातार बिगड़ती मानवीय और सुरक्षा स्थिति पर चिंता व्यक्त की गई.

Ch. Ajang Khongsai, president of KIM, said, “We have demanded that the Government of India immediately ensure the protection of the lives, property, and ancestral lands of the Kuki-Zo people; conduct an impartial inquiry into the killings and the burning of villages; restore the uninterrupted supply of food, medicines, and fuel; and take decisive constitutional and administrative steps toward a permanent political solution.”

केआईएम के अध्यक्ष च. अजांग खोंगसाई ने कहा, ‘हमने भारत सरकार से मांग की है कि वह कुकी-ज़ो लोगों के जीवन, संपत्ति और पैतृक भूमि की तत्काल सुरक्षा सुनिश्चित करे, हत्याओं और गांवों को जलाने की घटनाओं की निष्पक्ष जांच कराए, भोजन, दवाइयों और ईंधन की निर्बाध आपूर्ति बहाल करे और स्थायी राजनीतिक समाधान के लिए निर्णायक संवैधानिक और प्रशासनिक कदम उठाए.’

Significantly, violence had erupted again after clashes between Kuki and Naga armed groups in Manipur’s Kamjong district on July 2. Reports had emerged that more than 30 houses were set on fire in villages along the India-Myanmar border.

गौरतलब है कि 2 जुलाई को मणिपुर के कामजोंग जिले में कुकी और नगा सशस्त्र समूहों के बीच हुई झड़पों के बाद हिंसा फिर भड़क उठी थी. भारत-म्यांमार सीमा से लगे गांवों में 30 से अधिक घरों में आग लगाए जाने की खबरें सामने आई थीं.

Although security forces deployed additional personnel to bring the situation under control, Kuki and Naga organizations issued separate statements accusing armed groups from the other community of carrying out planned attacks.

हालांकि सुरक्षा बलों ने स्थिति को नियंत्रित करने के लिए अतिरिक्त जवान तैनात किए, लेकिन कुकी और नगा संगठनों ने अलग-अलग बयान जारी किए और एक-दूसरे समुदाय के सशस्त्र समूहों पर सुनियोजित हमले करने का आरोप लगाया.
