Delay in Fuel Debris Trial Retrieval Will Not Affect Overall Decommissioning Schedule
Industry minister Ken Saito argues that delays at Fukushima Daiichi’s Unit 2 will not derail the broader decommissioning timetable, while stressing government responsibility for waste handling, safety, treated-water impacts, hydrogen projects, and regional research-led recovery.

As the thirteenth anniversary approaches of the Great East Japan Earthquake and the accident at Tokyo Electric Power Company’s Fukushima Daiichi Nuclear Power Station, Minister of Economy, Trade and Industry Ken Saito spoke in an interview with Fukushima Minpo, emphasizing that the delay in the planned trial retrieval of molten nuclear fuel, or fuel debris, from Unit 2 at Fukushima Daiichi would not affect the overall process, which sets completion of decommissioning at thirty to forty years. 東日本大震災と東京電力福島第1原発事故の発生から13年になるのを前に、斎藤健経済産業相は福島民報社のインタビューに答え、福島第1原発2号機で予定している溶融核燃料(デブリ)の試験的取り出し計画の遅れが廃炉完了まで30~40年とする全体の工程には影響しないと強調した。(聞き手・取締役編集局長 安斎康史)
—The trial retrieval of debris from Unit 2 at Fukushima Daiichi has been postponed three times from 2021, the date set in the medium- to long-term roadmap. People in the prefecture are voicing concern about its impact on the decommissioning schedule.
―福島第1原発2号機のデブリの試験的取り出しは中長期ロードマップで計画した2021(令和3)年から3度延期した。県民から廃炉工程への影響を不安視する声が上がっている。
“We expect to begin the trial retrieval of debris from Unit 2 by around October at the latest. The knowledge gained through the work, including the conditions inside the reactor and improvements in the precision of the robotic arm, will be put to use in the next stage as well, so we believe there will be no impact on the overall decommissioning schedule. Through measures such as support for research and development aimed at expanding the scale of retrieval, we will accelerate TEPCO’s design, study, and related work.”
「2号機のデブリの試験的取り出しは遅くとも10月ごろに着手する見込みだ。作業を通じて得られる原子炉内の状況やロボットアームの精度向上などの知見は次の段階にも生かされるため、廃炉全体の工程に影響は生じないと考えている。取り出し規模の拡大に向けた研究開発の支援などを通じ、東電による設計・検討などの作業を加速させる」
—The final form of Fukushima Daiichi’s decommissioning is still not in sight. With regard to spent nuclear fuel and debris, Fukushima Prefecture has consistently called for their removal outside the prefecture.
―福島第1原発の廃炉の最終形はいまだ見通せていない。使用済み核燃料やデブリについて、県は一貫して県外搬出を求めている。
“For spent fuel, we want to assess its long-term soundness in light of factors such as the effects of seawater and damage, and then decide on future methods of treatment and storage together with the results of studies toward processing. As for debris, we will analyze its properties and consider methods for treatment and disposal. The final picture of decommissioning will be made concrete on the basis of analysis of the debris’ properties, while communicating with the local community and taking its wishes to heart. The national government will respond responsibly through to the very end.”
「使用済み燃料は海水の影響や損傷などを踏まえた長期的な健全性を評価し、処理に向けた検討の結果と合わせて将来の処理・保管方法を決定したい。デブリは性状を分析して処理、処分の方法を検討する。廃炉の最終的な絵姿はデブリの性状の分析を踏まえ、地元と意思疎通を図り、思いを受け止めながら具体化する。国として最後まで責任を持って対応する」
—There has been a succession of troubles at Fukushima Daiichi, including worker bodily contamination and leaks of water containing radioactive substances.
―福島第1原発で作業員の身体汚染や、放射性物質を含む水の漏えいなどトラブルが続いている。
“I want TEPCO, in addition to measures to prevent recurrence, to conduct a thorough analysis, drawing on examples from other industries and the views of outside experts, of whether there are common factors behind human errors that could lead to high radiation risks. I have instructed the company to invest without hesitation in hardware and systems capable of preventing mistakes.” —Six months have passed since the start of the ocean discharge of treated water. How do you analyze the present situation?
「東電には、再発防止策に加え、他産業の例や外部専門家の意見を取り入れながら、高い放射線リスクにつながる人為的ミスが発生するような共通の要因がないかを徹底的に分析してもらいたい。ミスを防止できるハードウェアやシステムの導入にはちゅうちょなく投資するよう指示した」 ―処理水の海洋放出開始から半年が経過した。現状をどう分析しているか。
“Leaving aside the effects of import restrictions imposed by China and others, I have not heard voices saying that, at present, there has been any major reputational damage from the discharge of treated water, such as a sharp decline in seafood prices. We have put in place support for the fisheries industry in Fukushima Prefecture and across the country, and I recognize that certain results are beginning to appear. Scallops, for example, had by last December returned to roughly the same export level as the previous year, thanks to increases in shipments to the United States and elsewhere, while domestic consumption, measured by spending among households of two or more people, has risen by about 1.4 times. We will seize every opportunity to call for the immediate lifting of import restrictions. The government will take full responsibility for the work until the disposal of treated water is complete.” —How will you support hydrogen-related projects in Fukushima Prefecture?
「中国などによる輸入規制措置の影響を除けば、処理水放出による水産物価格の大幅な低下など現時点で大きな風評影響が生じているとの声は聞いていない。福島県をはじめ全国の水産業支援を措置し、一定の成果は出てきていると認識している。例えば、ホタテは昨年12月時点で、輸出が米国向けなどの増加で前年同程度の水準になり、国内消費も2人以上世帯での消費額が約1・4倍となっている。さまざまな機会を捉えて輸入規制の即時撤廃を求めていく。政府として処理水の処分完了まで全責任を持って取り組む」 ―福島県での水素関連事業をどのように後押ししていくのか。
“With the commercialization of hydrogen trucks in view, their introduction has begun in Fukushima Prefecture ahead of the rest of the country. We want to expand the deployment of hydrogen trucks and develop hydrogen stations to meet trunk-line demand between Fukushima and Tokyo. As for the Fukushima Hydrogen Energy Research Field, we are working with Namie Town, Fukushima Prefecture, the relevant ministries and agencies, and others to examine how it should be operated, with a view to full-scale hydrogen supply from fiscal 2026 onward.”
「水素トラックの商用化を見据え、福島県では全国に先駆けて導入が始まっている。福島―東京間の幹線需要に向けて水素トラックの導入拡大と水素ステーションの整備を進めたい。福島水素エネルギー研究フィールドは浪江町、福島県、関係省庁などと連携し、2026年度以降の本格的な水素供給に向けて運営の在り方の検討を進めている」
—The Fukushima Institute for Research, Education and Innovation (F-REI, pronounced ‘Efurei’) was established last April. How will the Ministry of Economy, Trade and Industry deepen its involvement?
―福島国際研究教育機構(F―REI、エフレイ)が昨年4月に設立した。経済産業省としてどのように関わりを強めていくのか。
“So that the results of research and development at F-REI will spread to local companies and others and contribute to the Hamadori region, we will promote the use of subsidies for practical application under the Innovation Coast initiative, self-reliance support subsidies, and other programs, as well as collaboration with companies housed at the Fukushima Robot Test Field. In cooperation with the Reconstruction Agency and other relevant ministries and agencies, we will organize cross-disciplinary research and development in areas such as ‘robots × agriculture, forestry, and fisheries.’ We also want to advance support for the concentration and settlement of research personnel in the Hamadori region and elsewhere.”
「エフレイでの研究開発の成果が地元企業などに波及し、浜通り地域に貢献できるよう、イノベ実用化補助金や自立補助金などの活用、福島ロボットテストフィールドに入居する企業などとの連携を推進する。復興庁をはじめ関係省庁などと連携し、『ロボット×農林水産業』など分野横断的な研究開発を組成する。浜通り地域などへの研究人材の集積、定住の支援なども進めたい」
