Do We Really Need FIFA?
The World Cup exposes FIFA as both a neoliberal machine of extraction and a stage on which nations, especially those pushed to the margins, still find symbolic power, collective longing, and moments of democratic possibility.

On the eve of its hosting of the 2014 World Cup, Brazil was at the height of its prosperity. For several years, under the leadership of President Lula da Silva, the country had been a leading example of the new wave of leftist leadership that swept South America at the beginning of the century. Lula enjoyed immense popularity among the general public, to the point that Obama described him as the most popular politician in the world. Amid a boom in commodity exports and a social restructuring that expanded land ownership rights to marginalized groups, as well as an expansion of the welfare system, Brazil won, in 2007, the right to host the 2014 World Cup.

But shortly after the financial crisis that struck the world in 2008, conditions began to deteriorate, and the country's political mood changed. In August 2012, a protest wave against higher transport fares appeared across several cities in the country. International attention to these protests reached its peak at the 2013 Confederations Cup final: while the world watched Brazil lift the trophy inside the famous Maracana stadium, police were suppressing demonstrators outside. In the first months of 2014, a major political and financial corruption scandal came to light, involving large-scale money laundering and implicating major state-owned companies. The scandal was given the name Operation Car Wash. With this revelation began a purge that swept up many businessmen and politicians, reaching Lula da Silva himself.

In the period leading up to the 2014 World Cup, the anger in the streets shifted from bus fares to corruption and the government's misplaced priorities, especially its hosting of the coming mega-events, since in addition to the World Cup, the city of Rio was to host the Olympic Games in 2016. Among the causes of the protesters' anger was the question of the standards demanded by FIFA: the construction of stadiums from which the public would not benefit after the tournament, forced home evictions, violations of land ownership rights, expensive and exclusive transport projects, as well as security measures that looked more like violent crackdowns than public-safety measures. In those protests, demands rose for hospitals and schools built to FIFA standards. And in football-mad Brazil, people chanted: “Nao vai ter Copa!” meaning, there will be no World Cup. Had you been in Brazil at the time, you would most likely have believed that this promise would come true.

I was living in Rio de Janeiro when the tournament began. On its first day, I took a public bus and passed slogans cursing FIFA painted on the concrete walls that climb the city's many hills. We were heading to the official fan festival on Copacabana Beach. The city was quiet, and streets that are usually crowded looked eerily empty. As the bus drew closer to the beach, it became possible to see why. It seemed as though the entire city had come down to watch the national team open the celebrations.

There was an obscure tension hanging over the atmosphere. I was not sure whether it came from a deep Brazilian fear of a repetition of the “Maracanazo,” when Brazil lost the 1950 World Cup final on home soil to Uruguay, or from the unfulfilled democratic promises that had become plainly visible as a result of economic contraction and the desire to impress Westerners with glittering projects. And yet, as Brazil defeated Croatia, the feeling of tension dissipated, and the mood of celebration seemed suddenly to seize everyone around me. A carnival atmosphere prevailed after months in which the chant “FIFA go home” had been common. The tournament had arrived, and the idea that it would not take place faded away.

While some anti-FIFA protests continued in the first days of the Cup, the majority of Brazilians seemed happy to cheer for a national team that was performing well, or at least to be enjoying the spirit of camaraderie with visitors from other countries, especially from Latin America, with the exception of Argentina. At the same time, however, there were signs of the right-wing wave that would sweep Brazil in the years that followed, especially inside the stadiums, where most of those present were light-skinned and wore the bright yellow shirts that by then had become a symbol of right-wing nationalism. Still, the celebration in the street was real, and the experience seemed to unite people in a way I had not felt before.

Here the dilemma appeared, even for well-intentioned protesters. How were they to keep the general public, and even themselves, away from the spectacle of a sport that had become so deeply rooted in the nation's myths? From the earliest days of the Brazilian republic, when tense rivalries grew among elite clubs in the modern, glittering urban centers of Rio and Sao Paulo, all the way to becoming the only country to have lifted the World Cup five times, Brazil had driven football deep into its national consciousness.

Across the rest of the world, Brazil was associated with a style of play that was as singular and poetic as it was effective. It was a style that belonged to the people, nurtured on the dirt patches at the edges of cities, on beaches, and in the courtyards between houses. This style descended from Indigenous and African cultures of resistance to slavery and colonialism, so that Pele, Garrincha, Socrates, Romario, and Ronaldo engraved their names forever in the hearts of people across the world, especially in the countries of the Global South. Every new victory for the national team was an affirmation of whatever vision of Brazil its beholder considered important. It seemed impossible to step back from the chance to celebrate becoming world champions for the sixth time.

In the end, that national pride crashed into the wall of reality when the Brazilian team was crushed 7-1 by Germany. It was the second great tragedy linked to a World Cup on home soil, and it was called the “Mineirazo,” an expression still used colloquially in the country to refer to disasters to this day.

The tournament took place, but in the months that followed, discontent returned and the focus shifted from mega-events to corruption. General political unrest, including the impeachment of the country's president, Dilma Rousseff, Lula's chosen successor, led to the election of the right-wing dictator Jair Bolsonaro.

This fraught relationship with FIFA in one of football's most important strongholds embodies many of the contradictions inherent in the World Cup. On the one hand, FIFA is a neoliberal institution that extracts profits from the masses and distributes gains to elites, and many of its standards and mechanisms of operation illuminate the global and local structural inequalities we confront every day. On the other hand, the international football it organizes is a catalytic force capable of uniting divided nations, igniting the imagination of the masses, and pushing them toward countless visions of what the future might be. As heirs to history, recipients of ancestral stories, consumers of media, and repositories of a bygone glory we long to feel for ourselves, we are not immune to this symbolism. Regardless of the nation that represents us and the politics it embodies, we still seem to want, at the same time, for “the beautiful game” to be made manifest on the grass, and for it also to strive toward a higher meaning beyond the limits of the green rectangle.

When reading David Goldblatt's definitive history of football, The Ball Is Round, it is interesting to note that both FIFA and the World Cup emerged, in some sense, as a response to imperial arrogance. The modern sport of football was codified at the height of the British Empire and exported around the world through both hard colonial power and soft cultural power. In many parts of the world, Britain was synonymous with modernity, and playing the games the British played meant participating in the very power that had brought liberal ideas and technological progress, alongside plunder and genocide. So when the modern world needed to organize itself across a vast number of fields of international cooperation, everyone looked to the British to be the standard in football, just as they were the standard in global timekeeping.

Yet imperial isolationism meant that the English Football Association, whose members belonged to a detached elite that sought to keep football a politically neutral pastime, showed little interest in the sport's spread beyond Britain. The general attitude at the time can be summarized in the words of one FA official:

But enthusiasm for football continued to spread around the world, and the game began to take on local features reflecting the societies that played it. As resistance to British political and economic dominance grew, football became a space in which national fervor could be generated. Thus, in the decade before the First World War, the Federation Internationale de Football Association, FIFA, was founded in Paris, and its first members were various countries from the European continent, standing on the opposite bank in direct confrontation with British indifference and sporting supremacy.

In the period leading up to the First World War, as old empires collapsed and emerging empires struggled, every aspect of life in Europe became saturated with nationalist feeling. As rivalries between states moved from playing fields to battlefields, football in Europe entered a state of dormancy.

This European isolation allowed South America to cultivate its national sporting cultures, with football at the forefront. Accordingly, in the postwar Olympic Games of 1924 and 1928, Uruguay was crowned world champion in football twice in succession, in the only tournament then available to determine that title.

By then, FIFA had decided that the competition to determine who was best on the field needed a forum of its own outside the Olympic Games. So in 1930 it founded the first truly popular international sporting tournament: the World Cup. Naturally, the first World Cup was not held in the cradle of the sport, but in the home of the Olympic champions on the other side of the ocean. And, of course, the British did not condescend to attend the tournament and play with the rest of the nations.

In the aftermath of the Great Depression, Uruguay, a country with fewer than two million inhabitants, had a flourishing export-driven economy and a strong social democracy. Alongside its neighbor Argentina, it also possessed a vibrant football culture with its own style. Uruguay organized the World Cup out of nationalist feeling and a desire to prove the legitimacy of its existence, having broken away from its larger neighbors, Brazil and Argentina, 100 years earlier. At a time when European countries found it difficult to raise the funds to send a team across the ocean, Uruguay was able to invest heavily in stadium infrastructure, and its organization of the tournament succeeded brilliantly. In the end, the host team lifted the cup after defeating its rival and neighbor Argentina, and the footballing triumph of a small country found its way to the center of that nation's soul.

Last March, I stayed up late into the night to watch the intercontinental qualifying match between Jamaica, ranked 71st by FIFA, and New Caledonia, ranked 151st. Football still has that power to inspire, and certainly even in this World Cup, behind every dribble and every shot, the victories of the weaker teams, and their insistence on carrying on, will create moments of glory. And just as Brazilians discovered in 2014, even the greatest skeptics will find it hard to turn their faces away.

The stark dissonance between those spontaneous manifestations and the tightly controlled commercial space in which they are performed is precisely what makes contemporary football such a frustrating experience for so many people. If one compares opinion columns with official press releases, or readers' comment sections with the noise of choreographed celebrations, or satirical memes on social media platforms with those exchanged smiles of self-congratulation, one might imagine that the “FIFA” brand today survives only on the last breath of an old reserve of goodwill, a reserve accumulated through the footballing myths and stories that once allowed it to flourish.

Before FIFA existed, and apart from the Olympic Games, which have their own problems, international matches were held directly between national associations. Communication and arrangements depended entirely on the existence of direct diplomatic relations, the ability to host matches, and the funding of travel between the two sides. As the example of England and the beginnings of organized football shows, this arrangement primarily benefits the wealthy and the well-connected. Continental organizations emerged to counter part of this elitism, but they too displayed forms of corruption, incompetence, or submission to FIFA's whims. They have certainly not shown the capacity to recalibrate the inherited imbalances of power between continents.

While FIFA's main event increasingly caters to the global elite, poor countries are on the verge of receiving money to invest in coaching, stadiums, and travel, as well as in programs for women and girls, youth, and players with disabilities. What kinds of new governance could similarly mobilize resources to target the well-being of the world's most marginalized groups?

Next October, Brazil will once again hold a presidential election, and this time the contest will be between Lula and Bolsonaro's son, Flavio, who promises to release his father from prison and will certainly seek to undermine the country's young democracy if the family is given a second chance at power. Whoever wins, I will think of those who have protested and worked tirelessly for a more democratic Brazil over the past few decades. For evidence of their reaction, we can look across the world to another historic football power for inspiration. In the post-election celebrations in Budapest, after Viktor Orban lost the presidency to his rival, a prominent Hungarian blogger wrote: as if we had won the World Cup. Regardless of what happens in the World Cup, when the election results are announced, many Brazilians will make similar comparisons.
