The January Events in Kazakhstan
A year after Kazakhstan’s January tragedy, official explanations remain contested, making it essential to examine how citizens themselves understand the events, the authorities’ actions, and responsibility for the violence.
Январские события в Казахстане, также известные как Трагический Январь, или Кровавый Январь, произошли в период с 2 по 11 января 2022 года, в результате чего только по официальным данным погибло 238 человек, несколько тысяч человек в той или иной степени пострадали, а предпринимательницы (-ли) понесли существенный материальный ущерб.
The January events in Kazakhstan, also known as Tragic January or Bloody January, took place between January 2 and January 11, 2022. According to official figures alone, 238 people were killed; several thousand people suffered harm to one degree or another; and entrepreneurs sustained substantial material losses.
В течении всего 2022 года в публичном поле озвучивалось множество версий произошедшего, начиная от мирных митингов до атаки международных террористов. При этом в ряде СМИ активно раскручивалась версия государственного переворота, ради которого по всей стране якобы были организованы протестные акции и беспорядки. В начале 2023 года по итогам расследования эта версия стала официальной. Генеральная прокуратура назвала организаторами массовых протестов экс-руководство Комитета национальной безопасности Республики Казахстан.
Throughout 2022, many versions of what had happened circulated in the public sphere, ranging from peaceful rallies to an attack by international terrorists. At the same time, a number of media outlets actively promoted the version of a coup d’etat, for the sake of which protest actions and unrest had allegedly been organized across the country. In early 2023, following the investigation, this version became official. The Prosecutor General’s Office named the former leadership of the National Security Committee of the Republic of Kazakhstan as the organizers of the mass protests.
Yet the state’s refusal to conduct an independent investigation, the closed format of the criminal cases against those suspected of organizing these events, and the decision by law-enforcement bodies to discontinue a number of investigations into the deaths of ordinary Kazakhstanis have produced understandable public skepticism toward the official version. Human rights organizations have also given a critical assessment of the results of the official investigations, especially with regard to “allegations of torture and ill-treatment by officials.”
Однако отказ государства от независимого расследования, закрытый формат уголовных дел над подозреваемыми в организации этих событий, а также прекращение органами правопорядка ряда расследований гибели рядовых казахстанок (-цев) породили закономерный общественный скепсис в отношении официальной версии. Критическую оценку итогов официальных расследований дали также правозащитные организации, в особенности в части «заявлений о пытках и жестоком обращении со стороны должностных лиц».
Thus, a year after the January events, extreme uncertainty remains about the tragedy that occurred, its causes, and the involvement of particular parties. In such a situation, it seems important to study how the country’s residents perceive this extraordinary event, how they assess the actions of the authorities during the events, and whom they consider responsible for the tragedy.
Таким образом, спустя год после Январских событий сохраняется крайняя неопределенность по поводу произошедшей трагедии, ее причин и вовлеченности тех или иных сторон. В такой ситуации представляется важным изучить, как жительницы (-ли) страны воспринимают это чрезвычайное событие, как оценивают действия властей во время событий, а также кого считают виноватыми в трагедии.
This study is an attempt to answer these and other questions. The project’s central idea is to use the research findings to launch a scholarly and uncommitted public discussion of the preconditions and consequences of the January events.
Данное исследование является попыткой ответить на эти и другие вопросы. Основной замысел проекта состоит в том, чтобы с помощью результатов исследования запустить научную и неангажированную дискуссию в обществе относительно предпосылок и последствий Январских событий.
