Jordan Signs Its First Investment Agreement to Produce Green Ammonia in Aqaba

Jordan’s bid to become a regional hub for green energy exports promises investment and industrial opportunity, but it also raises hard questions about European demand, water use, environmental risk, and whether green hydrogen can truly become the fuel of the future.

Jordan has signed its first investment agreement to produce green ammonia in Aqaba, at a value of nearly one billion dollars, with the aim of exporting green energy to Europe.

أواخر الشهر الماضي، وعقب مراسم توقيع أول اتفاقية استثمارية لمشروع إنتاج الأمونيا الخضراء في الأردن، صرح وزير الطاقة والثروة المعدنية صالح الخرابشة في مقابلة تلفزيونية عن تحول في طموح الأردن الطاقي، إذ قال: «تاريخيًا كنا نقول إننا نريد الأردن مركزًا لتبادل الطاقة (..) والهدف اليوم هو جعل الأردن مركزًا إقليميًا لإنتاج الطاقة الخضراء وتصديرها».

Late last month, following the signing ceremony for the first investment agreement for a green ammonia production project in Jordan, Minister of Energy and Mineral Resources Saleh al-Kharabsheh spoke in a television interview of a shift in Jordan’s energy ambitions. “Historically, we used to say that we wanted Jordan to be a hub for energy exchange,” he said. “Today, the goal is to make Jordan a regional center for producing and exporting green energy.”

تُعد هذه الاتفاقية التي تبلغ قيمتها نحو مليار دولار وتهدف لإنتاج 100 ألف طن من الأمونيا الخضراء في العقبة، الأولى من نوعها في الأردن، وقد وُقّعت بين وزارة الطاقة وشركة الأردن للأمونيا الخضراء، بحضور رئيس الوزراء جعفر حسان، في حين لا يزال هناك 11 مشروعًا مشابهًا قيد التطوير.

The agreement, worth around one billion dollars and intended to produce 100,000 tons of green ammonia in Aqaba, is the first of its kind in Jordan. It was signed between the Ministry of Energy and the Jordan Green Ammonia Company, in the presence of Prime Minister Jafar Hassan, while 11 similar projects remain under development.

وتأتي الاتفاقية في ظل تسارع الطلب الأوروبي على الهيدروجين ومشتقاته، مثل الأمونيا الخضراء، ضمن خطط خفض الانبعاثات وتنويع مصادر الطاقة بعد أزمات الطاقة المتعددة التي واجهتها القارة هذا العقد، ما دفع دول المنطقة العربية، بما تتمتع به من موارد شمسية ورياحية وفيرة، إلى التنافس على استقطاب الاستثمارات في هذا القطاع. وتأمل الحكومة الأردنية من خلال تسهيل هذه الاستثمارات أن توفّر المشاريع فرص عمل، وتجلب عوائد من رسوم وضرائب وإيجارات أراضٍ، وأن تصبح البلاد مركزًا لإنتاج وتصدير الطاقة.

The agreement comes amid accelerating European demand for hydrogen and its derivatives, such as green ammonia, as part of plans to reduce emissions and diversify energy sources after the multiple energy crises the continent has faced this decade. This has pushed Arab countries, with their abundant solar and wind resources, to compete to attract investment in the sector. By facilitating such investments, the Jordanian government hopes the projects will create jobs, bring in revenue from fees, taxes, and land leases, and turn the country into a center for energy production and export.

غير أن هذا الإعلان يطرح كذلك سلسلة من الأسئلة الجوهرية، أبرزها: لماذا الآن؟ من أين ستأتي المياه والطاقة اللازمة للإنتاج في بلد يُعد من أفقر دول العالم مائيًا؟ وما المخاطر البيئية المحتملة الناتجة عن هذه الصناعة؟ وهل يمكن بالفعل اعتبار هذه المصادر من الطاقة «نفط المستقبل»؟

Yet the announcement also raises a series of fundamental questions, most notably: why now? Where will the water and energy needed for production come from in a country considered among the poorest in the world in water resources? What are the possible environmental risks of this industry? And can these energy sources truly be regarded as the “oil of the future”?

بعد الحرب الروسية الأوكرانية عام 2022، تبنّى الاتحاد الأوروبي سياسةً لتقليل اعتماده على الغاز الروسي الذي كان يشكل آنذاك 45٪ من وارداته من الغاز الطبيعي، وهكذا تزايد الاهتمام بالهيدروجين الأخضر ومشتقاته. وفي ذلك العام وضع الاتحاد هدفًا ملزمًا قانونيًا بموجب «قانون المناخ الأوروبي»، للوصول إلى الحياد المناخي بحلول العام 2050، أي تحقيق اقتصادٍ بصافي انبعاثات صفرية من الغازات الدفيئة، وأن تصل نسبة الهيدروجين الأخضر في استهلاكه إلى 40٪ بحلول العام 2030.

After the Russian-Ukrainian war in 2022, the European Union adopted a policy to reduce its dependence on Russian gas, which at the time accounted for 45 percent of its natural gas imports. Interest in green hydrogen and its derivatives thus increased. That year, under the European Climate Law, the EU set a legally binding target of reaching climate neutrality by 2050, meaning an economy with net-zero greenhouse gas emissions, and of having green hydrogen account for 40 percent of its consumption by 2030.

Once again, European attention turned toward Arab countries, whose economic appeal lies in their high levels of solar irradiation, wind speeds, and geographic proximity to Europe. According to energy and environment expert Bashar Zeitoun, the cost of renewable energy accounts for around 50 percent of the total cost of producing green hydrogen. Economic feasibility improves, he says, the lower the cost of producing renewable energy becomes.

من جانبه، يرى مدير شركة الأردن للأمونيا الخضراء وائل سليمان أن الأردن يتمتع بميزة تنافسية إضافية بين دول الشرق الأوسط تتمثل في انخفاض كلف الطاقة المتجددة، إذ يتمتع بأكثر من 320 يومًا مشمسًا في العام. فضلًا عن البيئة الاستثمارية لا سيما الإعفاءات الممنوحة في منطقة العقبة الاقتصادية الخاصة حيث سيقع المشروع، بالإضافة إلى إقرار التشريعات اللازمة، مثل قانون الغاز الجديد الذي أتاح المجال لقطاع الهيدروجين.

For his part, Wael Suleiman, director of the Jordan Green Ammonia Company, believes that Jordan enjoys an additional competitive advantage among Middle Eastern countries in the low cost of renewable energy, with more than 320 sunny days a year. This is in addition to the investment environment, especially the exemptions granted in the Aqaba Special Economic Zone, where the project will be located, as well as the passage of the necessary legislation, such as the new gas law, which opened the way for the hydrogen sector.

في جوهره، يعتمد مشروع شركة الأردن للأمونيا الخضراء على مبدأ تحليل الماء كهربائيًا لفصله إلى هيدروجين وأكسجين. عندما يستخدم الوقود الأحفوري –مثل الغاز الطبيعي أو الفحم– للقيام بعملية التحليل هذه يُسمى الهيدروجين المنتج بالهيدروجين الرمادي. وعندما تُستخدم طاقة متجددة -مثل الشمس أو الرياح- يسمى الهيدروجين الأخضر نظرًا لغياب الانبعاثات الكربونية في عملية إنتاجه. أما الهيدروجين الأزرق فهو الخيار الأوسط، حيث يُنتج من الوقود الأحفوري، ولكن مع احتجاز وتخزين انبعاثات الكربون الناتجة عنه باستخدام تكنولوجيا خاصة.

At its core, the Jordan Green Ammonia Company project relies on the principle of electrolyzing water to split it into hydrogen and oxygen. When fossil fuels, such as natural gas or coal, are used to carry out this process, the hydrogen produced is called gray hydrogen. When renewable energy, such as solar or wind, is used, it is called green hydrogen, because carbon emissions are absent from its production process. Blue hydrogen is the middle option: it is produced from fossil fuels, but with the resulting carbon emissions captured and stored using special technology.

ولأن الهيدروجين بحد ذاته صعب التخزين والنقل لمسافات طويلة، فإنه يُحوّل عادة إلى مشتقٍ أكثر استقرارًا لسهولة شحنه، وهو الأمونيا،[1] عبر دمج الهيدروجين مع النيتروجين المستخرج من الهواء. النتيجة هي أمونيا يمكن تسييلها وتخزينها ونقلها بسهولة عبر السفن إلى الأسواق العالمية، حيث يمكن إعادة استخدامها كمادة أولية للأسمدة الزراعية، أو كناقلٍ للطاقة يُحرق مباشرة في بعض الصناعات الثقيلة.

Because hydrogen itself is difficult to store and transport over long distances, it is usually converted into a more stable derivative that is easier to ship: ammonia,[1] by combining hydrogen with nitrogen extracted from the air. The result is ammonia that can be liquefied, stored, and transported easily by ship to global markets, where it can be reused as a raw material for agricultural fertilizers, or as an energy carrier burned directly in some heavy industries.

صحيحٌ أن العقد الفائت شهد نموًا متسارعًا في مصادر الطاقة المتجددة (الرياح والشمس) حول العالم، ولكن استخدام هذه المصادر يواجه تحدياتٍ في القطاعات التي لا يمكن كهربتها أو التي يصعب خفض انبعاثاتها، بحسب زيتون الذي يؤكد أن الهيدروجين الأخضر ومشتقاته بإمكانه أن يحل مكان الوقود الأحفوري في بعض القطاعات مثل صناعات الحديد والصلب والألومنيوم، والإسمنت، والبتروكيماويات، والنقل الثقيل والطيران.

It is true that the past decade has witnessed rapid growth in renewable energy sources, wind and solar, around the world. But the use of these sources faces challenges in sectors that cannot be electrified or whose emissions are difficult to reduce, according to Zeitoun, who stresses that green hydrogen and its derivatives can replace fossil fuels in some sectors, such as iron, steel, and aluminum industries, cement, petrochemicals, heavy transport, and aviation.

The Jordan Green Ammonia Company, made up of a Polish-Emirati Hynfra-Fidelity consortium and with Dutch technical support, hopes to establish a solar power plant with generation capacity of up to 550 megawatts, supported by battery storage systems, in order to produce 100,000 tons of green ammonia annually. This would avoid more than 200,000 tons of carbon emissions a year compared with traditional production based on natural gas across the global supply chain. The company aims to reach financial close, with capital costs estimated at around one billion dollars, by mid-2027, and to begin commercial operation by the end of 2030.

ويقول مدير الشركة سليمان لحبر إن النفقات الرأسمالية المخطط لها بدايةً كانت بحدود 1.6 مليار دولار، ولكنها انخفضت لتصبح حاليًا 1.1 مليار دولار، ومن الممكن أن تنخفض لما دون المليار، نظرًا للتراجعات العالمية في أسعار المحللات الكهربائية والخلايا الشمسية.

Company director Suleiman tells 7iber that the planned capital expenditures were initially around 1.6 billion dollars, but have now fallen to 1.1 billion dollars, and could drop below one billion, given the global decline in prices for electrolyzers and solar cells.

من جهته، يعتبر المهندس يعقوب مرار، مدير التحول الطاقي في وزارة الطاقة والثروة المعدنية، أن هذا المشروع ريادي على مستوى المنطقة كلها، ويشير إلى مشروع ضخم في نيوم بالسعودية، لكنه مخصص للاستهلاك الداخلي، فلا يعتبره مشروعًا تجاريًا مخصصًا للتصدير.

Engineer Yacoub Mrar, director of energy transition at the Ministry of Energy and Mineral Resources, considers the project pioneering at the level of the entire region. He points to a huge project in NEOM in Saudi Arabia, but says it is allocated for domestic consumption, and therefore does not regard it as a commercial export project.

«كل إنتاجنا رح يُصدّر لأوروبا» يقول سليمان، موضحًا أن الشركة بصدد مفاوضات تجارية متقدمة مع شركة سويسرية متخصصة في تجارة الأسمدة، ضمن مساعٍ ممتدة منذ أربع سنواتٍ لتوقيع اتفاقية بيع طويلة الأجل. ويرى زيتون أن المحرك الأساسي للطلب على الهيدروجين الأخضر ومشتقاته هي التشريعات الأوروبية، إذ أن الأوروبيين مستعدون لتحمل التكلفة الزائدة للهيدروجين الأخضر، ويعوّلون على أن اقتصاديات الحجم وتزايد كميات الإنتاج بحلول 2050 سيخفّضان سعر هذا الوقود ليصبح منافسًا للهيدروجين الرمادي.

“All our production will be exported to Europe,” Suleiman says, explaining that the company is in advanced commercial negotiations with a Swiss company specialized in fertilizer trading, as part of efforts extending over four years to sign a long-term sales agreement. Zeitoun believes that the main driver of demand for green hydrogen and its derivatives is European legislation: Europeans are prepared to bear the added cost of green hydrogen, and are counting on economies of scale and rising production volumes by 2050 to lower the price of this fuel and make it competitive with gray hydrogen.

يحذر سليمان قائلًا: «لو يروح هذا القانون بنقدر نقول إنه الأمونيا الخضراء في خطر». لكن زيتون يعتقد أن الطلب في أوروبا لا يزال يواجه تحديات حتى مع بقاء القانون، إذ أن أغلب الطلب في أوروبا مصدره ألمانيا وهولندا، وهما بلدان يواجهان تأخرًا في نسب نموها الاقتصادي، مضيفًا أن التوقعات التي خرجت عام 2022 بشأن النمو السريع خلال هذا العقد لم تتحقق. أما بالنسبة للأسواق الأخرى في اليابان وكوريا الجنوبية مثلًا فإنها تشهد زيادة في الطلب على الهيدروجين، ولكنها لم تتجه بعد نحو الهيدروجين الأخضر لارتفاع سعره مقارنة بالرمادي أو الأزرق.

Suleiman warns: “If this law goes away, we can say that green ammonia is in danger.” But Zeitoun believes demand in Europe still faces challenges even if the law remains in place, since most demand in Europe comes from Germany and the Netherlands, two countries experiencing delays in their rates of economic growth. He adds that the expectations issued in 2022 regarding rapid growth during this decade have not materialized. As for other markets, in Japan and South Korea for example, they are seeing increased demand for hydrogen, but have not yet moved toward green hydrogen because of its higher price compared with gray or blue hydrogen.

سيعتمد المشروع على محطة طاقة شمسية سيتم إنشاؤها في وادي عربة، على بُعد 52 كيلومترًا شمال مدينة العقبة، دون استخدام طاقة رياح، بحسب سليمان. ويوضح التحدي المتعلق باستقرار توليد الكهرباء قائلًا: «الشمس بتطلع وبتنزل، فكيف بدك توفّق هذا مع الكهرباء اللي بيحتاج المصنع إنها تكون ثابتة على مدار الساعة؟»، هنا يأتي دور بطاريات التخزين التي من المخطط لها أن تعمل خلال الليل.

The project will depend on a solar power plant to be built in Wadi Araba, 52 kilometers north of the city of Aqaba, without using wind power, according to Suleiman. He explains the challenge related to the stability of electricity generation: “The sun rises and sets, so how do you reconcile that with the electricity the factory needs to be constant around the clock?” This is where storage batteries come in; they are planned to operate during the night.

يُذكر أن المحطة الشمسية التابعة للمشروع ستكون منفصلة عن الشبكة الكهرباء الوطنية بحسب مرار، حيث سيكون للمشروع خطوط نقل كهربائية خاصة به، وهو ما سينطبق على كافة مشاريع الهيدروجين المخطط لها. ويعزو مرار ذلك إلى أن تصدير الأمونيا إلى أوروبا باعتبارها خضراء سيتطلب شهادة اعتماد وفق معايير أوروبية، وتكون هذه المعايير أبسط عندما تكون منشآت إنتاج الهيدروجين منفصلة عن الشبكة الوطنية ولها شبكتها الخاصة، وذلك لتسهيل عملية قياس الانبعاثات.

It is worth noting that the project’s solar plant will be separate from the national electricity grid, according to Mrar. The project will have its own power transmission lines, and this will apply to all planned hydrogen projects. Mrar attributes this to the fact that exporting ammonia to Europe as green will require certification according to European standards. Those standards are simpler when hydrogen production facilities are separate from the national grid and have their own grid, in order to facilitate the measurement of emissions.

ويضيف مرار أن وزارة الطاقة تعمل حاليًا على إعداد دراسة لإنشاء بنية تحتية مشتركة في العقبة، مما قد يساهم في خفض الكلف وتوزيعها على بعض المستثمرين، سواء من ناحية محطة تحلية المياه، أو أنابيب نقل الهيدروجين والأمونيا، أو خزانات التخزين. ولكن مستثمرين آخرين لا يحبّذون هذا المسار بحسب مرار، بسبب ما يتضمنه من تعقيدات تعاقدية تتطلب اتفاق الشركات سويًا وتوحيد جدولها الزمني.

Mrar adds that the Ministry of Energy is currently preparing a study to establish shared infrastructure in Aqaba, which could help reduce costs and distribute them among some investors, whether for the desalination plant, hydrogen and ammonia transport pipelines, or storage tanks. But other investors do not favor this path, according to Mrar, because of the contractual complexities it entails, requiring companies to agree among themselves and unify their timelines.

جميع المشاريع المخطط لها -بحسب مرار- ستعتمد على محطات تحلية خاصة بها على البحر الأحمر، ولن تكون مربوطة بمحطة تحلية الناقل الوطني. أما على مستوى الاستهلاك المائي، فإن إنتاج كيلوغرام واحد من الهيدروجين يتطلب نظريًا تسعة كيلوغرامات أو لترات من الماء. أما عمليًا، فترتفع هذه الكمية إلى نحو 15 لترًا بسبب وجود فواقد في عمليات التنقية،[2] ما يطرح سؤالًا حول كميات الاستهلاك المتوقعة من المياه المحلاة. يُقلل سليمان من أهمية هذا التحدي، موضحًا أن الشركة ستنتج 100 ألف طن من الأمونيا سنويًا، ما يستهلك حوالي 2.5 مليون متر مكعب من المياه المحلاة، مقارنًا هذه الكمية بمحطة التحلية الخاصة بمشروع الناقل الوطني التي تبلغ سعتها 300 مليون قدم مكعب من المياه سنويًا: «هذا يعادل 1٪ تقريبًا من سعة مشروع الناقل الوطني»، ويُقر بوجود كميات إضافية سوف تستخدم للتبريد، إلا أنها لن تُستهلك بل سيتم إعادتها للبحر.

All planned projects, according to Mrar, will rely on their own desalination plants on the Red Sea and will not be connected to the National Carrier desalination plant. As for water consumption, producing one kilogram of hydrogen theoretically requires nine kilograms, or liters, of water. In practice, that amount rises to around 15 liters because of losses in purification processes,[2] raising the question of the expected quantities of desalinated water consumption. Suleiman downplays the significance of this challenge, explaining that the company will produce 100,000 tons of ammonia annually, consuming around 2.5 million cubic meters of desalinated water. He compares this quantity with the desalination plant for the National Carrier project, whose capacity is 300 million cubic meters of water annually: “This is equivalent to roughly 1 percent of the capacity of the National Carrier project.” He acknowledges that additional quantities will be used for cooling, but says they will not be consumed; rather, they will be returned to the sea.

أما بخصوص إجمالي الاستهلاك المتوقع لكافة المشاريع المخطط لها، فيستشهد خبير البيئة زيتون بالنسخة الأولية من «استراتيجية الهيدروجين» الصادرة عن وزارة الطاقة، والتي حددت هدف الإنتاج المتوقع في الأردن بحلول عام 2050 بحوالي 3.4 مليون طن متري، ما يعادل استهلاك 31.6 مليون متر مكعب من المياه،[3] وهي أقل من عُشر سعة التحلية في مشروع الناقل الوطني، أي أن كميات الاستهلاك الإجمالية من المياه لمشاريع الهيدروجين ليست ضخمة.

As for the total expected consumption of all planned projects, environmental expert Zeitoun cites the preliminary version of the “Hydrogen Strategy” issued by the Ministry of Energy, which set Jordan’s expected production target by 2050 at around 3.4 million metric tons, equivalent to consuming 31.6 million cubic meters of water,[3] less than one tenth of the desalination capacity in the National Carrier project. In other words, the total quantities of water consumed by hydrogen projects are not enormous.

أبرز الآثار البيئية تتعلق بمصير «الرواجع الملحية» الناتجة عن تحلية المياه، بحسب زيتون. من طرفه، يشير مدير الشركة سليمان إلى وجود عدة طرق للتعامل معها؛ إما من خلال خلطها مع مياه التبريد، أو حقنها في باطن الأرض على عمق معين في البحر، مما يُخفف من الأثر البيئي.

The most prominent environmental impacts concern the fate of the “brine returns” produced by desalination, according to Zeitoun. For his part, company director Suleiman points to several ways of dealing with them: either by mixing them with cooling water, or by injecting them underground at a certain depth in the sea, which would reduce the environmental impact.

يرى زيتون أن تصريف الرواجع الملحية في خليج العقبة قد يكون له أثر بيئي طفيف، وأن هناك طرقًا لتقليل الأثر من خلال تحديد مواقع التصريف. ولكنه يحذر من آثار محتملة على المدى البعيد لا سيما مع تشارك عدة دول في خليج العقبة، متسائلًا: «لما نستمر لمدة 30 سنة في طرح الرواجع في خليج صغير وشبه مغلق، كيف سيكون التأثير على الحياة البحرية والشعاب المرجانية؟ هاي بدها دراسة علمية». أما مرار فيقول إن المتطلبات البيئية في العقبة صارمة جدًا، والمستثمرون مجبرون على الالتزام بها للحصول على التراخيص من قبل سلطة العقبة.

Zeitoun believes that discharging brine returns into the Gulf of Aqaba may have a slight environmental impact, and that there are ways to reduce the impact by selecting discharge sites. But he warns of possible long-term effects, especially given that several countries share the Gulf of Aqaba, asking: “When we continue for 30 years to release brine into a small, semi-enclosed gulf, what will the impact be on marine life and coral reefs? This needs a scientific study.” Mrar, meanwhile, says environmental requirements in Aqaba are extremely strict, and investors are obliged to comply with them in order to obtain licenses from the Aqaba Authority.

بالمقابل، يقول إيهاب عيد، المختص في التنوع الحيوي والمحميات الطبيعية، إن العقبة حاليًا تنتهج سياسة «التصريف الصفري» في محطات التحلية العاملة، أي منع تصريف أي رواجع ملحية للبحر الأحمر. مضيفًا أن مياه البحر الأحمر تُعد أكثر ملوحة من مياه المحيطات، لأن خليج العقبة شبه مغلق وبدون روافد طبيعية. وهو يحذر من أن أي زيادة في ملوحة مياه البحر عن الوضع الحالي تشكل خطرًا على الحياة البحرية فيها: «بتصير مشكلة كبيرة جدًا». مع ذلك، ورغم عدم اطلاعه على مخططات مشاريع التحلية الجديدة، إلا أنه يبدي اطمئنانًا إلى أن المتطلبات البيئية في العقبة على الأرجح كافية للتخفيف من أي تأثيرات سلبية.

By contrast, Ihab Eid, a specialist in biodiversity and nature reserves, says Aqaba currently follows a “zero discharge” policy at operating desalination plants, meaning that the discharge of any brine returns into the Red Sea is prohibited. He adds that Red Sea water is more saline than ocean water because the Gulf of Aqaba is semi-enclosed and has no natural tributaries. He warns that any increase in seawater salinity above the current level poses a danger to marine life there: “It becomes a very serious problem.” Even so, and despite not having seen the plans for the new desalination projects, he expresses confidence that Aqaba’s environmental requirements are most likely sufficient to mitigate any negative effects.

يصف مرار مشروع شركة الأردن للأمونيا الخضراء بأنه من أصغر مشاريع الهيدروجين التي تتم دراستها، موضحًا أنها الأولى التي نجحت في توقيع اتفاقية استثمارية، بينما يوجد 11 مذكرة تفاهم أخرى بين وزارة الطاقة ومستثمرين آخرين لدراسة جدوى إقامة مشاريع مشابهة. وللمقارنة، بلغت القدرة التوليدية للشبكة الوطنية الأردنية حوالي 6000 ميغاواط عام 2024، فيما ستصل قدرة التوليد من محطة الطاقة الشمسية الخاصة بمشروع الهيدروجين إلى 550 ميغاواط.[4]

Mrar describes the Jordan Green Ammonia Company project as one of the smallest hydrogen projects under study, explaining that it is the first to have succeeded in signing an investment agreement, while there are 11 other memoranda of understanding between the Ministry of Energy and other investors to study the feasibility of establishing similar projects. By comparison, the generating capacity of Jordan’s national grid was around 6,000 megawatts in 2024, while generation capacity from the hydrogen project’s solar plant will reach 550 megawatts.[4]

وعن المنافع المتوقعة يقول مرار إن المشروع سيؤمن آلاف الوظائف، بالإضافة للعوائد المتوقعة من أجرة الأراضي والضرائب ونسبة حكومية من الأرباح عندما تزيد عن حد معين. وبحسبه فإن مشاريع الهيدروجين الأخضر هذه لن تقتصر على التصدير فقط، إذ توجد دراسات لوزارة الطاقة عن الطلب المحتمل عليها في السوق الأردني الذي يستورد حاليًا الأمونيا الرمادية لإنتاج الأسمدة على سبيل المثال. ويضيف أنه بحسب متطلبات السوق الأوروبي، ستُفرض ضريبة كربونية جديدة قريبًا على بعض المنتجات الصناعية غير المصنوعة بطريقة خضراء،[5] مقابل إعفاءات للمنتجات «الخضراء»، مما يعزز تنافسية الصناعات الأردنية في حال قررت استخدام الهيدروجين الأخضر ومشتقاته.

On the expected benefits, Mrar says the project will secure thousands of jobs, in addition to expected returns from land rent, taxes, and a government share of profits when they exceed a certain threshold. According to him, these green hydrogen projects will not be limited to export alone; the Ministry of Energy is conducting studies on potential demand in the Jordanian market, which currently imports gray ammonia to produce fertilizers, for example. He adds that, according to European market requirements, a new carbon tax will soon be imposed on some industrial products not made in a green manner,[5] while “green” products will receive exemptions, enhancing the competitiveness of Jordanian industries should they decide to use green hydrogen and its derivatives.

يقول زيتون إن ارتفاع أسعار الغاز والنفط عالميًا -كما هو الحال الآن- يزيد من جاذبية الهيدروجين الأخضر رغم أن سعره لا يزال أعلى من الرمادي. ويوضح أنه رغم الفوائد الاقتصادية والبيئية لا يمكن اعتبار الهيدروجين الأخضر بديلًا مطلقًا عن الغاز الطبيعي بسبب التحديات التقنية، فالوضع الحالي يسمح بمزج بين الهيدروجين الأخضر والغاز الطبيعي، وهذا المزج يتطلب عمل تعديلات قد تكون مكلفة على أنابيب الغاز وتوربينات محطات التوليد.

Zeitoun says that high global gas and oil prices, as is the case now, increase the appeal of green hydrogen, although its price remains higher than gray hydrogen. He explains that despite the economic and environmental benefits, green hydrogen cannot be considered an absolute substitute for natural gas because of technical challenges. The current situation allows for a blend of green hydrogen and natural gas, and this blending requires modifications that may be costly to gas pipelines and power plant turbines.

ويضيف أن الدافع لاستخدام الأمونيا الخضراء في الأردن ربما سيقل، لا سيما مع تزايد الإنتاج المتوقع من حقل غاز الريشة شرقي البلاد وفقًا لتوقعات وزارة الطاقة، إذ توجد خطط لإنتاج الأمونيا باستخدام هذا الغاز، مما يجعل إنتاج الأمونيا الرمادية محليًا أقل تكلفة من استيرادها.

He adds that the incentive to use green ammonia in Jordan may decline, especially with the expected increase in production from the Risha gas field in the east of the country, according to Ministry of Energy forecasts. There are plans to produce ammonia using this gas, which would make producing gray ammonia locally less costly than importing it.

من جهته، يتفق مدير الشركة سليمان مع عدم إمكانية التحول الكامل والاستغناء عن الوقود الأحفوري، لكن يرى أنه «ممكن يكون كبديل مساعد»، ويختم بالقول إن الدافع الأساسي وراء ارتفاع الطلب الأوروبي على الأمونيا الخضراء هو البعد البيئي، في ظل تنامي المخاوف من ظاهرة الاحتباس الحراري والتأثيرات المناخية السلبية الناجمة عن ارتفاع مستويات انبعاثات الكربون جرّاء حرق الوقود الأحفوري.

For his part, company director Suleiman agrees that a complete transition away from fossil fuels is not possible, but believes it “could serve as an auxiliary alternative.” He concludes by saying that the main driver behind the rise in European demand for green ammonia is the environmental dimension, amid growing concern over global warming and the negative climate effects resulting from higher levels of carbon emissions caused by burning fossil fuels.
