Actual Addresses of Conscripts Have Begun Appearing in the Military Register Instead of Their Registered Places of Residence
The cases suggest that addresses once given to state or quasi-state systems may now be finding their way into Russia’s military registration database, even without citizens notifying draft offices themselves.

В реестр воинского учета стали вносить данные о фактических местах проживания военнообязанных, даже если они не сообщали о смене места жительства. Об этом сообщает «Школа призывника».
Data on the actual places of residence of those liable for military service has begun to be entered into the military registration register, even when they have not reported a change of address. This was reported by Shkola Prizyvnika.
Реальные кейсы. Правозащитникам известно о двух подобных случаях. Так, призывник из Мурманской области обнаружил, что в реестре воинского учета указан его адрес в Татарстане — там он неофициально снимает жилье.
Real cases. Human rights advocates know of two such instances. In one, a conscript from Murmansk Region discovered that the military registration register listed his address in Tatarstan, where he is renting housing unofficially.
Кроме того, запасник из Коми рассказал, что получил уведомление в «Госуслугах» об изменении данных. После этого он обнаружил в реестре воинского учета адрес своего фактического проживания в Ленобласти.
In addition, a reservist from Komi said he received a notification on Gosuslugi that his data had been changed. After that, he found in the military registration register the address where he actually lives, in Leningrad Region.
В «Идите лесом» рассказали «Новой-Европа», что им неизвестно о подобных кейсах.

Откуда взялись новые данные. Оба мужчины и их родственники не передавали в военкоматы сведения о новых местах проживания. При этом запасник из Коми отметил, что указывал свой реальный адрес в поликлинике и ГАИ при составлении протокола.
Where the new data came from. Neither men nor their relatives had provided the military enlistment offices with information about their new places of residence. At the same time, the reservist from Komi noted that he had given his real address at a clinic and to the traffic police when a report was being drawn up.
«Откуда именно реестр получает такие данные — пока непонятно. Но эти случаи показывают: фактический адрес, однажды переданный в государственную или окологосударственную систему, потенциально может оказаться доступен и для воинского учета», — заявил глава юридического отдела «Школы призывника» Тимофей Васькин.
“Where exactly the register is getting this data from is still unclear. But these cases show that an actual address, once handed over to a state or quasi-state system, can potentially become available for military registration as well,” said Timofey Vaskin, head of the legal department at Shkola Prizyvnika.
Что будет, если не сообщить в военкомат о переезде. Правозащитники отмечают, что все военнообязанные граждане России должны сообщать в военкоматы о переезде и вставать на учет по месту жительства. При этом за неисполнение этого требования может грозить лишь штраф до 20 тысяч рублей.

At the same time, failure to comply with this requirement can carry only a fine of up to 20,000 rubles.
Откуда военкоматы смогут получать данные. Ранее группа депутатов внесла в Госдуму законопроект, дающий Минобороны право получать сведения из реестра ЗАГС. В пояснительной записке инициаторы заявили, что изменения нужны ради упрощения процедуры выделения соцподдержки военнослужащим, а также для «оптимизации воинского учета».

Earlier, a group of deputies submitted to the State Duma a bill giving the Defense Ministry the right to obtain information from the civil registry database. In the explanatory note, the sponsors said the changes were needed to simplify the procedure for allocating social support to servicemen, as well as to “optimize military registration.”
