A relação entre o senador Ciro Nogueira (PP-PI) e o banqueiro Daniel Vorcaro não se limitava a jantares, viagens e conversas amistosas. Segundo a Polícia federal, envolvia mesadas, sociedade oculta, dinheiro vivo, cartões de crédito, restaurantes, hotéis, jatinhos, emenda parlamentar e férias na neve, mas também um capítulo imobiliário: “Fruição de imóvel de propriedade de Daniel Vorcaro como se fosse do próprio parlamentar”, segundo os investigadores.

The relationship between Senator Ciro Nogueira (PP-PI) and the banker Daniel Vorcaro was not limited to dinners, trips, and friendly conversations. According to the Federal Police, it involved monthly payments, a hidden partnership, cash, credit cards, restaurants, hotels, private jets, a parliamentary amendment, and ski holidays, but also a real-estate chapter: “the enjoyment of a property owned by Daniel Vorcaro as though it belonged to the congressman himself,” according to investigators.

A reportagem O amigo do crime revela um diálogo em que Ciro pediu ao banqueiro para ficar mais tempo em seu apartamento. São mensagens de áudio e de texto trocadas no dia 2 de novembro de 2025, quinze dias antes de Vorcaro ser preso enquanto tentava embarcar para Dubai. Na época, depois de romper com a então companheira Flávia Rosalen, Ciro a deixou morando em seu apartamento no Hotel Fasano, em São Paulo, e passou a ocupar um imóvel de Vorcaro.

In this month’s piauí, Breno Pires shows what that meant: the senator was living in an apartment lent to him by Vorcaro in São Paulo in November 2025. The report “The Friend of Crime” reveals a conversation in which Ciro asked the banker to stay longer in his apartment. These were audio and text messages exchanged on November 2, 2025, fifteen days before Vorcaro was arrested while trying to board a flight to Dubai. At the time, after splitting with his then partner Flávia Rosalen, Ciro left her living in his apartment at the Hotel Fasano in São Paulo and began occupying one of Vorcaro’s properties.

Em mensagem de áudio enviada ao banqueiro, o senador disse que precisaria ficar ainda mais três ou quatro meses no apartamento, até que a ex-namorada desocupasse o apartamento no Fasano. Ciro explicou que havia comprado um imóvel para Flávia, mas que ainda estava em obras.

In an audio message sent to the banker, the senator said he would need to remain in the apartment for another three or four months, until his ex-girlfriend vacated the apartment at the Fasano. Ciro explained that he had bought Flávia a property, but that it was still under renovation.

“Para te dar uma explicação”, escreveu o senador a Vorcaro. “Eu comprei um apartamento agora para Flávia [...] para [eu] poder voltar e devolver o [seu] apartamento. Só que ainda tem que botar piso, essas coisas, vai demorar uns três meses. Mas, se tu precisar aqui antes, me avisa que eu dou um jeito. Não quero abusar da tua boa vontade, não. Tá bom, meu irmão?”

“Just to give you an explanation,” the senator wrote to Vorcaro. “I’ve just bought an apartment for Flávia [...] so that [I] can go back and return [your] apartment. But they still have to put in flooring, those things, so it’ll take about three months. But if you need the place before then, let me know and I’ll sort something out. I don’t want to abuse your goodwill. All right, my brother?”

Vorcaro pareceu não entender de imediato: “Vc tá falando do apto em SP em que já está? Ou precisa de outro?” O senador esclareceu: “É o que eu tô.” Em seguida, voltou a explicar o arranjo feito com a ex-namorada e a necessidade de obras no imóvel. “Acho que demora uns três, quatro meses. Aí estou preocupado de você estar precisando”, disse Ciro. “Relaxa com isso”, escreveu Vorcaro. O senador respondeu enviando um emoji de coração e comentando: “Me avisa que eu dou um jeito se tu precisar. Abração, meu irmão. Saudade grande de você.” O banqueiro encerrou a conversa na mesma chave: “Irmãozão, já te falei desse apto. Zero estresse. Vamos conversar depois.”

Vorcaro did not seem to understand at first: “Are you talking about the apt in SP where you already are? Or do you need another one?” The senator clarified: “It’s the one I’m in.” He then went back to explaining the arrangement made with his ex-girlfriend and the need for work on the property. “I think it’ll take about three, four months. So I’m worried you might be needing it,” Ciro said. “Don’t worry about that,” Vorcaro wrote. The senator replied by sending a heart emoji and adding: “Let me know and I’ll sort something out if you need it. Big hug, my brother. I miss you a lot.” The banker closed the conversation in the same key: “Big brother, I’ve already told you about that apt. Zero stress. We’ll talk later.”

A dependência de Ciro em relação a Vorcaro guardava uma simetria incômoda com a de Flávio Bolsonaro. Enquanto o ex-ministro da Casa Civil vivia de favores pessoais do banqueiro – apartamento, viagens, restaurantes, cartões de crédito e férias na neve –, o filho do ex-presidente recorria a Vorcaro para tirar do papel um projeto que misturava família e política: a cinebiografia de Jair Bolsonaro. Segundo reportagem do Intercept Brasil, Flávio cobrou do banqueiro os 24 milhões de dólares prometidos para, alegadamente, financiar o filme. Em mensagem enviada um dia antes da primeira prisão de Vorcaro, chamou-o de “irmão” e escreveu: “Estou e estarei contigo sempre.”

Ciro’s dependence on Vorcaro bore an uncomfortable symmetry with Flávio Bolsonaro’s. While the former chief of staff lived off the banker’s personal favors — an apartment, trips, restaurants, credit cards, and ski holidays — the former president’s son turned to Vorcaro to get off the ground a project that mixed family and politics: Jair Bolsonaro’s film biography. According to a report by The Intercept Brasil, Flávio pressed the banker for the 24 million dollars promised to allegedly finance the film. In a message sent one day before Vorcaro’s first arrest, he called him “brother” and wrote: “I am and will always be with you.”

No caso de Ciro, o favor era de outra natureza, mas não menos revelador. E não era o único. A piauí apurou que, em janeiro de 2025, Ciro e Flávia passaram treze dias na luxuosa estação de esqui dos Alpes Franceses com despesas bancadas por Vorcaro, segundo a PF. A viagem custou quase 2 milhões de reais. Numa das fotos anexadas ao relatório da investigação, o banqueiro aparece abraçado ao senador, ambos de óculos escuros e roupas de neve, com as montanhas ao fundo.

In Ciro’s case, the favor was of another kind, but no less revealing. And it was not the only one. piauí found that, in January 2025, Ciro and Flávia spent thirteen days at a luxury ski resort in the French Alps with expenses paid by Vorcaro, according to the Federal Police. The trip cost nearly 2 million reais. In one of the photos attached to the investigation report, the banker appears with his arm around the senator, both wearing dark glasses and ski clothes, with the mountains in the background.

Para o ministro André Mendonça, do STF, a relação entre Ciro e Vorcaro formava um “arranjo funcional e instrumental orientado por benefício mútuo, extrapolando relações de mera amizade”.

For Justice André Mendonça of the Supreme Federal Court, the relationship between Ciro and Vorcaro formed a “functional and instrumental arrangement oriented toward mutual benefit, going beyond mere friendship.”
