Nationalized Yuzhuralzoloto Sold to Structures Linked to Ruslan Baysarov

The sale of Yuzhuralzoloto at a steep discount shows how a major nationalized gold-mining asset has passed into the orbit of a state-contract magnate with ties to Gazprombank and Ramzan Kadyrov.

The Yuzhuralzoloto company, nationalized last year, has been sold to structures belonging to businessman Ruslan Baysarov, RBC reports.

Победителем конкурса стало АО «БТС Мост Холдинг». Его учредители и руководители в ЕГРЮЛ скрыты, но до 2024 года учредителем и бенефициаром компании был Байсаров. The winner of the tender was JSC BTS Most Holding. Its founders and executives are concealed in the Unified State Register of Legal Entities, but until 2024 Baysarov was the company’s founder and beneficiary. The company is registered at the same address as JSC Bamtonnelstroy-Most, where Baysarov serves as chairman of the supervisory board, The Bell notes.

The state managed to sell the asset only on the fourth attempt, and at a deep discount. Baysarov’s structure paid 93.2 billion rubles for the gold-mining company, 57 percent of the initial price of 162 billion.

Earlier, media outlets reported that Yuzhuralzoloto could go to structures of Gazprombank, or GPB. This is borne out by the fact that, after nationalization, a GPB top manager became head of the company. Baysarov, a longtime business partner of Gazprombank, is known as a recipient of large state contracts in transport infrastructure, as well as a friend of Chechen leader Ramzan Kadyrov.

In 2024, Yuzhuralzoloto was Russia’s eighth-largest company by gold production.

🔵 How was Yuzhuralzoloto nationalized? In early July 2025, the Prosecutor General’s Office filed a lawsuit demanding the nationalization of Yuzhuralzoloto, which belonged to Konstantin Strukov. Before that, searches had been conducted at the company’s offices.

The grounds for the Prosecutor General’s lawsuit were that Strukov, while serving as a deputy in the Legislative Assembly of Chelyabinsk Region, continued to own Yuzhuralzoloto and thereby violated the ban on combining public service with business.

On July 5, Kommersant reported that Strukov had tried to leave Russia on a private plane but was stopped by FSB officers. On July 11, the court upheld the Prosecutor General’s claim and seized Yuzhuralzoloto’s shares for the state.

In August of that year, Deputy Finance Minister Alexei Moiseyev said the company would go to one of its minority shareholders. Judging by all appearances, this meant Gazprombank structures, the only known major minority shareholder in Yuzhuralzoloto. After nationalization, the company was headed by Semyon Grinko, who, according to leaked databases, had worked as head of the trading-market operations department at Gazprombank. After his appointment at Yuzhuralzoloto, Grinko joined GPB’s board of directors.

🔵 How does Baysarov enrich himself at the state’s expense? In recent years, Baysarov has already had several large transactions with the state. In 2024, for example, Baysarov’s company Bamtonnelstroy-Most received the largest state contract of that year: the agreement concerned construction of a bridge across the Volga that is to connect the cities of Saratov and Engels.

In addition, in 2025, a small company called TunnelYuzhStroy received a major contract to build a bridge from Russia to North Korea. As journalists established, the firm’s founder and director are employees of other Baysarov companies.

In 2022, Baysarov’s company received a contract to build two more bridges across the Volga and a bypass road around Nizhny Novgorod.

Baysarov’s companies had received contracts for major infrastructure projects before as well. Firms controlled by the businessman built bridges to Russky Island in Vladivostok, and to the Chinese cities of Heihe and Tongjiang.

🔵 The Kadyrov connection. Since the early 2010s, journalists have called Ruslan Baysarov a friend and “wallet” of Ramzan Kadyrov. Baysarov himself has acknowledged that he goes hunting and fishing with Kadyrov, but has always denied claims that he plays the role of Kadyrov’s “wallet.”

Baysarov also acted in Kadyrov’s interests in a deal to buy a stake in the Russian Copper Company. When its owner, Igor Altushkin, faced an attempted hostile takeover of the company, Proekt reported, citing sources, that he turned to Ramzan Kadyrov for help. Baysarov then entered Altushkin’s business, receiving a 20 percent stake in the company worth around $900 million. Altushkin managed to retain control of the company and later bought Baysarov’s stake back.

Ruslan Baysarov is named among the major donors to the Akhmad Kadyrov Foundation, an organization controlled by the family of the head of Chechnya which, in turn, owns many assets in the republic.

🔵 How is Baysarov connected to Gazprombank? Baysarov has long maintained business relations with Gazprombank. In the 2010s, the businessman sold his assets to the bank. In recent years, the link between Baysarov and Gazprombank has grown stronger. In 2022, structures belonging to the Chechen businessman planned to modernize the Baikal-Amur Mainline and the Trans-Siberian Railway together with GPB. Gazprombank also acted as Baysarov’s partner in building the bypass road around Nizhny Novgorod.

Gazprombank, for its part, has historically been linked to the interests of Vladimir Putin’s friend Yuri Kovalchuk. Sogaz, whose main shareholder is the Kovalchuk family, owns 33.3 percent of Gazfond, which in turn controls 40 percent of Gazprombank. At the same time, Gazfond’s entire stake has historically been managed through the company Leader, which is also controlled by Yuri Kovalchuk’s family. In addition, a small stake in Gazprombank belongs directly to Leader.

🔵 Kinship with the possible killer of a refugee from Chechnya. One of the biggest news stories of late 2025 was the murder of a young Chechen woman, Aishat Baymuradova, in Yerevan. She had fled Chechnya for Armenia because at home she was subjected to systematic violence by her father and husband. In October 2025, Baymuradova met with a woman named Karina. A few days later, Baymuradova was found dead. On the day of her death, according to the SK SOS crisis group, Said-Khamzat Baysarov was seen leaving her apartment; according to an analysis by Agentstvo, he is Ruslan Baysarov’s nephew. Russia’s Interior Ministry subsequently put Said-Khamzat Baysarov on its wanted list.

🔵 What else is known about the oligarch? Among other things, Baysarov maintained close contacts with many representatives of Russia’s creative elite. He had a joint business with Fyodor Bondarchuk and Nikita Mikhalkov’s son Stepan. In addition, the Chechen businessman has a child with Kristina Orbakaite, the daughter of Alla Pugacheva.
