Before the outbreak of the war with Iran, tensions between the Kingdom of Saudi Arabia and the United Arab Emirates (UAE) were already rising. The first spark came in early December 2025, when the Southern Transitional Council (STC), a UAE-backed separatist faction within Yemen’s Presidential Leadership Council, launched an attack in Hadramawt governorate targeting rival forces linked to other factions within the government camp. Riyadh’s response was sharp. The Saudi-led coalition carried out a strike on the southern port of Mukalla, where reports indicated that the UAE had provided support to the STC, and Riyadh publicly called on the UAE to withdraw its remaining forces from Yemen within 24 hours.

Alongside a series of competitive moves in Djibouti, Somalia, and the Red Sea, it soon became clear that what had long been a quiet dispute between Riyadh and Abu Dhabi had finally turned into open rivalry. Many observers expected this rift to deepen further, and Sudan to become one of the principal arenas in which it would be expressed, given the patronage and support relationships that have shaped the course of the war in Sudan: between the UAE and the Rapid Support Forces on the one hand, and between Saudi Arabia and the Sudanese Armed Forces on the other.

Yet this escalating trajectory of rivalry was abruptly interrupted on February 28, 2026, when American and Israeli strikes on Iran opened the door to the most dangerous regional war in a generation. The subsequent Iranian response, which included drone and missile strikes on Gulf territory, transformed the strategic environment overnight. For Riyadh and Abu Dhabi, more urgent concerns temporarily overshadowed long-standing disputes: the security of their territory, energy infrastructure, and shipping lanes. Within days, Mohammed bin Salman and Mohammed bin Zayed spoke by telephone, and reports said Saudi Arabia was urging its Gulf allies to avoid any steps that might escalate tensions with Tehran.

This forced rapprochement raised an obvious question: if the shared threat from Iran was enough to bring the two Gulf powers closer again, what would that mean for Sudan? Several months later, the answer has proved more complicated than the initial image of renewed alignment suggested. The shock of the war with Iran did not produce an immediate or clear rebalancing of patronage relationships inside Sudan. The UAE did not visibly reduce its support for the Rapid Support Forces; on the contrary, that support continued to finance RSF operations. Saudi Arabia, by contrast, appeared markedly more cautious in its support for the Sudanese Armed Forces, as shown most clearly by the cancellation of a $1.5 billion arms sale from Pakistan to Sudan that Saudi Arabia had brokered. Notably, another $4 billion arms deal for the Saudi-backed Libyan National Army was also put on hold, suggesting that Saudi Arabia is reconsidering its broader foreign-policy strategy and alliances under new priorities. The picture is not one of two states behaving identically under the pressure of a common threat, but of two states making different calculations about political and strategic cost, exposure, and reputational risk.

The UAE’s recent decision to withdraw from OPEC and OPEC+, announced in late April 2026 and effective from May 1, has renewed the question of whether the dispute has really been paused or is evolving in a different context. Abu Dhabi portrayed the move as a purely national decision, taken without consultation with Riyadh, and one that reflected accumulated Emirati frustration with Saudi-led production-cut policies. Officials close to the Saudi establishment were quick to play down the announcement, yet its timing, in the midst of a regional war that had already strained Gulf cohesion, remains striking. It suggests that even at a moment supposedly defined by unity, each side remains committed to its own security and perceived interest. For those watching the effect of these shifts on the war in Sudan, it is a reminder that the appearance of Gulf alignment under pressure from Iran should not be understood as a structural reset of the relationship.
The Gulf States and Shifting Prioritiesدول الخليج وتبدّل الأولويات

For the UAE, the American-Israeli war on Iran was a security shock, but it did not fundamentally alter the strategic logic governing Emirati involvement in Sudan. Abu Dhabi’s investment in the Rapid Support Forces had always been part of a transnational strategy linking gold flows, access to ports, and networks of influence stretching across the Sahel and the Horn of Africa. The fall of El Fasher, the capital of North Darfur, to the RSF in October 2025 consolidated the group’s dominance over Darfur, and gave the UAE a partner controlling a significant share of Sudanese territory, gold supplies, and external trade routes through Libya and Chad. Since November 2025, flights linked to the UAE and bound for Ethiopia began to rise sharply, as Abu Dhabi adjusted its supply lines under pressure from Egypt, Saudi Arabia, and Somalia, all of which had begun denying the UAE permission to fly over their territory, while authorities in eastern Libya temporarily closed Kufra airport.

Rather than scale back support, the UAE redirected its routes, seeking other ways to sustain it. On February 10, 2026, a Reuters investigation confirmed that an Emirati-funded military base in Ethiopia’s Benishangul-Gumuz region was training some 4,300 RSF fighters and had served as a launchpad for the RSF attack on Blue Nile state. The same pattern continued even after the strikes on Iran began. Analysts’ reports indicated that the war with Iran had produced no clear reduction in Emirati support, while an investigation revealed that air-cargo flights from the UAE, presumed to be bound for the RSF, stopped for only four days after the Iranian strikes began on February 28, then quickly resumed. This suggests that even at the height of a security crisis during which thousands of commercial flights were suspended, resuming transport to the RSF remained a high priority.
إن الاستعداد لإنشاء ممرات جديدة تحت الضغط، والاستثمار في البنية التحتية للتدريب عبر الحدود، واستئناف الرحلات الجوية في غضون أيام من الهجمات المباشرة على الأراضي الإماراتية لا يدلّ على سلوك دولة تعيد النظر في التزامها، بل على سلوك دولة تعمّق دعمها وتحصّنه.
The willingness to create new corridors under pressure, invest in cross-border training infrastructure, and resume flights within days of direct attacks on Emirati territory does not indicate the behavior of a state reconsidering its commitment, but of one deepening and fortifying its support.
أما موقف المملكة العربية السعودية فهو أكثر حساسية. فقد اضطرت الرياض إلى مواجهة الحرب مع إيران في ظل ضغطين متداخلين. الأول هو الكلفة الأمنية المباشرة للرد الإيراني على الأراضي الخليجية، وهو ما عزز تفضيل المملكة لخفض التصعيد، وجعل أي التزام مفتوح بحرب السودان أقل جاذبية. أما الثاني فهو الكلفة السياسية للارتباط العلني بالقوات المسلحة السودانية في وقت أصبح فيه من الصعب الدفاع عن علاقاتها الإيرانية، التي تتجلى بشكل أكبر في اعتمادها على الطائرات الإيرانية بدون طيار واستعادة العلاقات مع طهران مؤخراً في عام 2024. وقد أدى تصنيف وزارة الخارجية الأمريكية في آذار/مارس 2026 لجماعة الإخوان المسلمين السودانية ولواء البراء بن مالك ككيانات إرهابية عالمية مصنفة خصيصاً، مع الإشارة الصريحة إلى الدعم المقدم من الحرس الثوري الإيراني، إلى تعقيد موقف المملكة العربية السعودية بشكل كبير. فقد نشط لواء البراء بن مالك، الذي يتشكل في معظمه من عناصر مرتبطة بجماعة الإخوان المسلمين، في دعم القوات المسلحة السودانية في معاركها المستمرة ضد قوات الدعم السريع. وقد أمضت الرياض سنوات في تقديم نفسها في واشنطن على أنها الثقل المقابل الذي لا غنى عنه للنفوذ الإيراني في المنطقة، وأصبح التوافق بشكل واضح للغاية مع جيش سوداني تعتمد مرونته في ساحة المعركة جزئيًا على طائرات "المهاجر-6" الإيرانية أمرًا متزايد الحرج.
Saudi Arabia’s position is more delicate. Riyadh was forced to confront the war with Iran under two overlapping pressures. The first was the direct security cost of the Iranian response on Gulf territory, which reinforced the kingdom’s preference for de-escalation and made any open-ended commitment to Sudan’s war less attractive. The second was the political cost of overt association with the Sudanese Armed Forces at a time when its Iranian ties had become difficult to defend, most visibly in its reliance on Iranian drones and its recent restoration of relations with Tehran in 2024. The U.S. State Department’s March 2026 designation of the Sudanese Muslim Brotherhood and the Al-Bara’ ibn Malik Brigade as specially designated global terrorist entities, with explicit reference to support from Iran’s Islamic Revolutionary Guard Corps, greatly complicated Saudi Arabia’s position. The Al-Bara’ ibn Malik Brigade, made up largely of elements linked to the Muslim Brotherhood, has been active in supporting the Sudanese Armed Forces in their continuing battles against the RSF. Riyadh has spent years presenting itself in Washington as the indispensable counterweight to Iranian influence in the region, and aligning too visibly with a Sudanese army whose battlefield resilience depends in part on Iranian Mohajer-6 drones has become increasingly embarrassing.

That does not mean Saudi Arabia is withdrawing from Sudan or has completely halted its support for the Sudanese Armed Forces. Despite the suspension of the Saudi-backed Pakistani arms deal for the SAF, the gold-refining agreement between the Saudi state gold refinery and Khartoum’s state mining company, signed in January, most likely remains in place. Mohammed bin Salman also hosted Abdel Fattah al-Burhan, commander of the Sudanese Armed Forces, in late April, with discussions focusing on strengthening bilateral cooperation and ensuring Sudan’s stability. Although this sphere of support is not military in nature, it plays an important role in strengthening the political legitimacy, international standing, and infrastructure goals of the Port Sudan authority. But the public rhetoric has become more restrained, and the appetite for new commitments appears to have diminished. Many analyses suggest that Saudi Arabia is now gradually easing some of its investments in the Red Sea and the Horn of Africa in favor of a more cautious approach that gives priority above all to internal national cohesion. Over time, this may weaken the Sudanese Armed Forces’ ability to balance Emirati influence. The result is that even if Riyadh and Abu Dhabi appear diplomatically aligned, the imbalance on the ground in Sudan may in fact be widening, as the UAE continues to invest in the RSF while Saudi support for the SAF becomes more conditional and more mindful of reputational cost.
The Two Sides of Sudan’s War Must Reposition Themselvesعلى طرفي الحرب في السودان إعادة التموضع
في ظل بيئة إقليمية متغيرة أصبح فيها الفاعلون الخليجيون أكثر تكتيكية في تموضعهم، تبعاً لما يرونه من أولويات، بات على القوات المسلحة السودانية وقوات الدعم السريع أن تعملا بجهد أكبر للحفاظ على قيمتهما لدى داعميهما. فكلا الطرفين مضطر إلى التعامل مع مشهد إقليمي يوازن فيه الرعاة بين الحرب مع إيران، وأسواق الطاقة، والعلاقة مع الولايات المتحدة، وأسئلة أوسع تتعلق بالسمعة الإقليمية، وبذلك، لم يعد هامش المناورة القصوى متاحاً كما كان من قبل.
In a changing regional environment in which Gulf actors have become more tactical in their positioning, according to what they regard as their priorities, the Sudanese Armed Forces and the Rapid Support Forces must work harder to preserve their value to their backers. Both sides are forced to contend with a regional landscape in which patrons are balancing the war with Iran, energy markets, the relationship with the United States, and broader questions of regional reputation. As a result, the margin for maximal maneuver is no longer as available as it once was.

This challenge appears more acute for the Sudanese Armed Forces. Burhan’s alliance has long been an uneasy mixture of conventional military officers, Islamist networks linked to the former Bashir era, and non-aligned figures who joined out of necessity. The restoration of relations with Iran in 2024, followed by the arrival of Iranian drones, was a battlefield necessity at a time when the army was in a difficult defensive position. Yet the very dependence that helped the SAF endure in the early stage of the war has now become a strategic liability. The video posted by Naji Abdullah, a prominent Islamist leader allied with the Sudanese Armed Forces, in which he publicly pledged to send Sudanese fighters to defend Iran against any American or Israeli ground operation, may have been the moment when the Iranian connection shifted from a tactical necessity into a political problem. Abdullah’s subsequent arrest by Burhan, and the Foreign Ministry’s decision to condemn Iranian strikes on Gulf states rather than the American and Israeli strikes on Iran, were clear attempts to manage the public image. Yet, given the documented history of the army’s relationship with Iran, these signals are unlikely to be sufficient to present the SAF as a reliable regional partner against Iran.
كانت الخرطوم شريكاً وثيقاً لطهران خلال عهد البشير، قبل أن تنضم إلى التحالف الذي تقوده السعودية في اليمن عام 2015، وتقطع علاقاتها الدبلوماسية مع الجمهورية الإسلامية عام 2016. ولا تزال آثار ذلك الاصطفاف السابق حاضرة في الذاكرة المؤسسية للدولة والجيش، خصوصاً داخل الجناح الإسلامي في تحالف القوات المسلحة، ما يجعل محاولة الجيش إعادة تموضعه اليوم أكثر تعقيداً. صحيح أن موقف الرياض تجاه الحركات الإسلامية تغيّر خلال العقد الأخير، متجهاً نحو مقاربة أكثر دبلوماسية تجاه الفاعلين الإسلاميين والمرتبطين بالإخوان المسلمين، كما ظهر في التقارب الأخير مع تركيا وأحمد الشرع في سوريا. لكن القضية الرئيسية بالنسبة إلى السعودية هي الاصطفاف مع فاعلين مرتبطين بإيران، وهنا يتضح مأزق القوات المسلحة بصورة أكبر.
Khartoum was a close partner of Tehran during the Bashir era, before joining the Saudi-led coalition in Yemen in 2015 and severing diplomatic relations with the Islamic Republic in 2016. The traces of that earlier alignment remain present in the institutional memory of the state and the army, particularly within the Islamist wing of the SAF alliance, making the army’s attempt to reposition itself today more complicated. It is true that Riyadh’s attitude toward Islamist movements has changed over the past decade, moving toward a more diplomatic approach to Islamist and Muslim Brotherhood-linked actors, as seen in its recent rapprochement with Turkey and Ahmad al-Sharaa in Syria. But the central issue for Saudi Arabia is alignment with actors connected to Iran, and here the SAF’s predicament becomes clearer.

A significant American measure in March 2026 linked two elements that might have seemed separate: the SAF’s internal Islamist ties and its relationship with Iran. Washington designated the Sudanese Muslim Brotherhood as a specially designated global terrorist organization, citing support it had received from Iran’s Islamic Revolutionary Guard Corps. Among the entities reportedly receiving this support was the Al-Bara’ ibn Malik Brigade, a major armed group linked to the Sudanese Armed Forces. From Washington’s perspective, the SAF’s Islamist alliances and its Iranian connections were no longer two separate problems, but one. This is what makes Saudi alignment with Burhan more politically fragile.

The task the Sudanese Armed Forces have been trying to manage in recent months, therefore, is to convince Riyadh, and behind it Washington, that they can credibly distance themselves from the Iran-linked components within their coalition. But achieving that requires more than rhetorical signals or symbolic steps; it requires clear political and organizational distance from the Islamist networks that have provided the army with an important part of its mobilizing base, and from the Iranian support channels that have helped it in the field. Yet such distancing, if undertaken seriously, could threaten the cohesion of Burhan’s own internal alliance.

The repositioning challenge for the Rapid Support Forces is different, but no less real. Hemedti’s entire strategy has rested on turning military gains into political legitimacy. The RSF is now using the SAF’s Iran problem, and the designation of the Muslim Brotherhood, to present itself as the more pragmatic partner along the Red Sea: an actor that, whatever its conduct, does not carry the ideological burden that has made Burhan’s alliance unwelcome in Western capitals. Yet the success of this framing depends less on the force of the argument itself than on whether the UAE judges that pushing it too aggressively, at a moment when reports of atrocities remain fresh, could damage its standing in Washington.

The war with Iran did not reset Gulf rivalry. It briefly suspended it, and forced both Riyadh and Abu Dhabi to manage the image of their differences more carefully. But the underlying drivers of competition, including divergent visions for the Red Sea, differing positions toward Islamist movements, conflicting commercial interests in the Horn of Africa, and different approaches to energy policy, as illustrated by the withdrawal from OPEC, remain in place. What has changed is the nature of the competition, which has become quieter, more procedural, and harder to read from the outside, but has not ceased to shape the war in Sudan.

The war with Iran did not reset or resolve Gulf rivalry. It temporarily suspended it, and pushed Riyadh and Abu Dhabi to manage their differences with greater caution and discipline in both rhetoric and practice. Yet the deeper drivers of this rivalry remain in place, including divergent visions for the future of the Red Sea, different positions toward Islamist movements, conflicting commercial interests in the Horn of Africa, and divergence over energy policy, as the withdrawal from OPEC showed. What has changed, then, is not the essence of the competition, but its form and rhythm; it has become quieter, less direct, and harder to read from the outside, but it still profoundly affects the course of the war in Sudan.

For the Sudanese parties, the most important lesson is that the phase of confident reliance on Gulf differences has largely ended. The Sudanese Armed Forces can no longer assume that Saudi support will come at the same scale, or with the same political cover, that was available to them in late 2025. Conversely, the Rapid Support Forces can no longer assume that Emirati support will remain entirely insulated from broader international scrutiny and pressure, even if it has so far withstood a great deal of it.

Both sides will therefore need to recalibrate their positioning with greater caution, not only militarily but politically as well, if they are to remain useful to backers now balancing more complex priorities than before. This shift will require difficult choices. For the Sudanese Armed Forces, it will mean managing the relationship with Iran and the Islamist alliance in a way that does not dismantle their internal base. For the Rapid Support Forces, it will mean contending with the political ceiling imposed by growing evidence of atrocities, and the limits this places on the value the UAE can extract from its patronage.

It is still too early to answer whether the war with Iran will constitute a genuine turning point in Gulf politics or merely a temporary pause in a rivalry deeply rooted in structural differences. The initial evidence, including the OPEC withdrawal, the continued flow of support to the Rapid Support Forces, and Saudi Arabia’s cautious but continuing engagement with the Sudanese Armed Forces, points to the latter. Sudan remains one of the clearest places to watch how the rivalry evolves, precisely because the war there is too important for either Gulf capital to leave alone, and too costly for either to bear fully. As Saudi Arabia and the UAE work to define the shape of their relationship after the immediate shock of the war with Iran fades, Sudan will remain one of the arenas in which this rebalancing is tested. Understanding that rebalancing, and how the Sudanese Armed Forces and the Rapid Support Forces respond to it, will be essential to understanding the course of the war from here onward.

It is still too early to say definitively whether the war with Iran will constitute a genuine turning point in Gulf politics, or merely a temporary suspension of a deeper rivalry rooted in structural divergences between Riyadh and Abu Dhabi. Yet the initial indicators, including the withdrawal from OPEC, the continued flow of support to the Rapid Support Forces, and Saudi Arabia’s cautious but uninterrupted engagement with the Sudanese Armed Forces, favor the second possibility. Sudan remains one of the clearest arenas through which the evolution of this rivalry can be observed, precisely because the war there is so important to both Gulf capitals that it cannot be left outside their calculations, and so costly that neither can fully own it or bear its consequences alone. As the first shock of the war with Iran recedes, and Saudi Arabia and the UAE begin to test the limits of their new relationship, Sudan will remain one of the principal arenas in which this adjustment is tested. Understanding the nature of this adjustment, and how the Sudanese Armed Forces and the Rapid Support Forces respond to it, will therefore be necessary for understanding the likely directions of the war in the next phase.
