Kais Saied’s Grip on Tunisia Is Exacting a Heavy Price
Tunisia’s costly, poorly targeted social spending has bought Kais Saied political time, but without structural reform it risks deepening fiscal distress, social hardship, and instability.

Tunisia’s excessive social spending lacks equity and effectiveness, aggravating the country’s financial problems. Yet this high spending has allowed Kais Saied’s regime to buy time until the elections and avert an imminent crisis. Now, however, persisting on this path threatens to draw the country into a vicious cycle that could destabilize society.

In the wake of the Arab Spring demonstrations in 2011, successive Tunisian governments failed to address entrenched economic problems, unleashing a wave of populism that culminated in President Kais Saied’s seizure of power on July 25, 2021. Since Saied assumed office, he has prioritized concentrating powers in the person of the president, rebuilding the political system to centralize authority further, weakening checks and balances, and repressing the opposition. Instead of tackling economic challenges, Saied adopted an expansionary fiscal policy that raised the average fiscal deficit to around 8 percent of GDP over the past three years, amid stagnant economic growth. In 2023, the country recorded its second-lowest level of economic growth since 2015, at 0.4 percent, after registering its lowest growth rate ever in 2020, the first year of the Covid-19 pandemic. This pattern of weak economic performance is likely to persist through the remainder of 2024, as the International Monetary Fund forecast that growth would not exceed 1.6 percent.
في العام 2023، حدثت قطيعة مع صندوق النقد الدولي بسبب موقف سعيّد المناهض للمؤسسات المالية الدولية، ما أدّى إلى خسارة تونس كل مصادر تمويلها التقليدية تقريبًا. واختار سعيّد تمويل العجز المالي بالاعتماد على الاقتراض من القطاع المصرفي ومن البنك المركزي، فشهدت البلاد ارتفاعًا قياسيًا في معدّل التضخم وصل إلى 9.3 في المئة ذلك العام. وفي ظلّ غياب الإصلاحات الهيكلية، إضافةً إلى الإنفاق الزائد، وقعت تونس منذ العام 2021 في شرك السياسات غير المستدامة على صعيد الاقتصاد الكلّي. وأسفرت القرارات الاقتصادية المُرتجَلة التي اتّخذها سعيّد، والقائمة على رفض الإصلاحات والاعتماد الشديد على الاستدانة المحلية (نظرًا إلى ندرة مصادر الدين الخارجي)، عن التضحية باستثمارات مُنتِجة لصالح الحفاظ على الوضع الراهن المُكلِف. في غضون ذلك، تراجع حجم الاستثمارات باطّراد منذ العام 2011، ولم يتعافَ بعد من صدمة وباء كورونا، إذ تدنّى من 26 في المئة من الناتج المحلي الإجمالي في العام 2011 إلى 14 في المئة في العام 2023، وسجّل انخفاضًا قياسيًا في العام 2020 بلغ 13 في المئة، ما أفضى إلى عواقب وخيمة، مثل انتشار البطالة والفقر. فقد ارتفعت معدّلات البطالة بشكل حادّ، لتصل إلى 39 في المئة في صفوف الشباب، و24 في المئة في صفوف خرّيجي الجامعات في العام 2023. هذا وتعيش نسبة 17 في المئة من السكان تحت خط الفقر، وتطال براثنه 37 في المئة من سكان إقليم الوسط الغربي نظرًا إلى التفاوت الاجتماعي والتنموي بين المناطق.
In 2023, a rupture occurred with the International Monetary Fund because of Saied’s stance against international financial institutions, causing Tunisia to lose almost all of its traditional sources of financing. Saied chose to finance the fiscal deficit by relying on borrowing from the banking sector and the central bank, and the country saw inflation rise to a record 9.3 percent that year. In the absence of structural reforms, and alongside overspending, Tunisia has since 2021 been caught in the trap of unsustainable macroeconomic policies. Saied’s improvised economic decisions, based on rejecting reforms and relying heavily on domestic borrowing, given the scarcity of external debt sources, have sacrificed productive investments in favor of preserving a costly status quo. Meanwhile, investment has steadily declined since 2011 and has yet to recover from the shock of the coronavirus pandemic, falling from 26 percent of GDP in 2011 to 14 percent in 2023, after reaching a record low of 13 percent in 2020. This has had grave consequences, including widespread unemployment and poverty. Unemployment rates rose sharply, reaching 39 percent among young people and 24 percent among university graduates in 2023. Seventeen percent of the population lives below the poverty line, while poverty affects 37 percent of the inhabitants of the central-western region because of social and developmental disparities between regions.

Saied’s populism, which intensified after his seizure of power in 2021, focused chiefly on ensuring his reelection to a second term, a goal he achieved on October 6, 2024, by manipulating electoral law and repressing the opposition, according to some reports. Still, the sustainability of the regime’s strategy remains highly doubtful. This kind of populism has proved economically destructive and politically shortsighted, because it has undermined the foundations of the Tunisian economy and inflicted social harm on the groups most in need: the poor, unemployed youth, and people working on temporary contracts who therefore lack job security.
وعلى الرغم من ادّعاء سعيّد بأنه يتصرّف نيابةً عن الفقراء، صبّت سياساته الاقتصادية بشكل أساسي في صالح ميسوري الحال. وقوّضت استراتيجية الاستدانة التي اتّبعها عملية استحداث فرص العمل وفاقمت التضخّم، ما أثّر بشكلٍ غير متكافئ على الفقراء الذين يخصّصون حصة كبيرة من ميزانية الأسرة لتأمين الحاجات الأساسية. صحيحٌ أن هدف سعيّد من الإنفاق الاجتماعي المرتفع كان الحفاظ على القدرة الشرائية لأبناء الطبقتَين الوسطى والفقيرة، إلّا أن نظام الدعم الشامل ليس الحلّ الشافي. فهو مُكلِفٌ ماليًا، وغير فعّالٍ اقتصاديًا – لأنه يشجّع على الاستهلاك المُفرَط - وغير منصف اجتماعيًا، لأنه يفيد الأغنياء أكثر من الفقراء. لذا، يكمن الحلّ الأفضل في استبدال نظام الدعم الشامل بشبكة أمان واسعة وموجّهة، تركّز على الفئات المحتاجة. قد يضرّ رفع الدعم بالعائلات ذات الدخل المتوسط على المدى القصير، لكن الإبقاء على نظام الدعم من دون إصلاحه يهدّد بدفع جميع السكان إلى براثن الفقر. ومن المخاوف الرئيسة التي تساور الطبقة الوسطى هي ندرة فرص العمل، وتردّي جودة الخدمات العامة التي تتعرّض إلى الخصخصة على نحو متزايد وترتفع تكلفتها. ونتيجةً لذلك، أصبحت الطبقة الوسطى مضطرّة إلى سداد تكاليف التعليم والرعاية الصحية والنقل، في حين أن الفقراء يعانون من نقص التمويل في المدارس، وسوء تجهيز المستشفيات، وتداعي شبكات النقل أو غيابها. حافظت تونس على هذه السياسات غير السليمة وذات النتائج العكسية من خلال اعتماد إجراءات مُرتجَلة ومؤقّتة هدفت إلى المماطلة وكسب الوقت إلى حين إجراء الانتخابات، وساعدت في تفادي حدوث أزمة وشيكة. لكن الاستمرار في هذا النهج لفترة مطوّلة قد يُدخل تونس في حلقة مُفرَغة من شأنها زعزعة الاستقرار الاجتماعي.
Although Saied claims to act on behalf of the poor, his economic policies have mainly benefited the well-off. His borrowing strategy has undermined job creation and worsened inflation, disproportionately affecting the poor, who devote a large share of household budgets to basic needs. Saied’s aim in maintaining high social spending was indeed to preserve the purchasing power of the middle and poor classes, but the universal subsidy system is no panacea. It is fiscally costly, economically inefficient because it encourages excessive consumption, and socially inequitable because it benefits the rich more than the poor. The better solution, therefore, lies in replacing universal subsidies with a broad and targeted safety net focused on needy groups. Lifting subsidies may hurt middle-income families in the short term, but keeping the subsidy system unreformed threatens to push the entire population into poverty. Among the middle class’s main concerns are the scarcity of job opportunities and the deteriorating quality of public services, which are increasingly being privatized and are becoming more expensive. As a result, the middle class has been forced to pay for education, healthcare, and transport, while the poor suffer from underfunded schools, poorly equipped hospitals, and crumbling or absent transport networks. Tunisia has maintained these unsound and counterproductive policies through improvised, temporary measures intended to delay and buy time until the elections, and they helped avert an imminent crisis. But prolonging this approach could push Tunisia into a vicious cycle that would destabilize society.
Large Social Expenditures, but Neither Just nor Effectiveنفقات اجتماعية كبيرة، لكن غير عادلة وغير فعّالة
منذ العام 2021، شهدت الحصة المخصّصة للإنفاق الاجتماعي – أي التحويلات المالية والدعم – من ميزانية الدولة التونسية ارتفاعًا، واستُخدمت كشبكة أمان للتخفيف من حدّة تدهور الأوضاع الاقتصادية في البلاد. فقد بلغت نسبة التحويلات المالية والدعم 12 في المئة من الناتج المحلي الإجمالي في العام 2023، لتكون تونس من بين الدول الأعلى إنفاقًا في منطقة الشرق الأوسط وشمال أفريقيا في ذلك العام. هذا المنحى ليس جديدًا، إذ سلكت النفقات الاجتماعية في تونس بصورة تدريجية مسارًا تصاعديًا منذ العام 2011، وارتفعت نسبتها من 2.4 في المئة من إجمالي الناتج المحلي في العام 2010 إلى 6 و12 في المئة في العامَين 2018 و2023 على التوالي. وتشمل السلع التي يغطّيها الدعم بشكل أساسي المنتجات البترولية والكهرباء والغاز والحبوب. وبلغت نسبة التحويلات – أي التحويلات المالية الاجتماعية والتمويل المخصّص للشركات المملوكة للدولة على السواء – حوالى 5 في المئة من الناتج المحلي الإجمالي. يُشار إلى أن معظم الخسائر التي تكبّدتها الشركات المملوكة للدولة، والتي تطلّبت تغطيتها تحويلاتٍ مالية، كانت مرتبطة بالشركة التونسية للكهرباء والغاز، والشركة التونسية لصناعات التكرير، وديوان الحبوب. وهدفت هذه الزيادة الكبيرة في الدعم أساسًا إلى التخفيف من حدّة التداعيات الناجمة عن الارتفاع العالمي في أسعار الموادّ الغذائية والوقود عقب الغزو الروسي لأوكرانيا في العام 2022. لكن هذا المنحى استمرّ خلال العام 2024، مع رفض سعيّد إدخال أي إصلاحات إلى نظام الدعم، متذرّعًا بالحاجة إلى الحفاظ على القدرة الشرائية للمواطنين. وهكذا، بقيت نسبة التحويلات المالية والدعم مرتفعة، ويُقدَّر أنها بلغت 11.3 في المئة من الناتج المحلي الإجمالي في العام 2024.
Since 2021, the share of Tunisia’s state budget allocated to social spending, namely transfers and subsidies, has increased and been used as a safety net to soften the deterioration of the country’s economic conditions. Transfers and subsidies amounted to 12 percent of GDP in 2023, making Tunisia one of the highest-spending countries in the Middle East and North Africa that year. This trend is not new: social expenditures in Tunisia have gradually followed an upward trajectory since 2011, rising from 2.4 percent of GDP in 2010 to 6 percent and 12 percent in 2018 and 2023, respectively. The goods covered by subsidies consist mainly of petroleum products, electricity, gas, and cereals. Transfers, meaning both social cash transfers and financing allocated to state-owned enterprises, amounted to around 5 percent of GDP. Most of the losses incurred by state-owned enterprises that required transfers to cover them were linked to the Tunisian Company of Electricity and Gas, the Tunisian Company of Refining Industries, and the Cereals Office. This large increase in subsidies was intended primarily to mitigate the repercussions of the global rise in food and fuel prices after Russia’s invasion of Ukraine in 2022. Yet the trend continued during 2024, as Saied refused to introduce any reforms to the subsidy system, citing the need to preserve citizens’ purchasing power. Thus transfers and subsidies remained high, and are estimated to have reached 11.3 percent of GDP in 2024.
إن قرار الحكومة التونسية القاضي بالحفاظ على الإنفاق الاجتماعي المرتفع وتجنّب إجراء إصلاحات في نظام الدعم الشامل أو في الشركات المملوكة للدولة المسؤولة عن استيراد الوقود والمنتجات الغذائية الأساسية، ينبع من استراتيجيةٍ لإدارة الديون تستند إلى الإيديولوجيا الشعبوية من جهة، والحسابات السياسية من جهة أخرى. فقد أدّى رفض سعيّد إبرام اتفاقٍ مع صندوق النقد الدولي إلى مفاقمة شحّ التمويل الخارجي، الأمر الذي أرغم تونس على الاعتماد بشكل متزايد على قطاعها المالي المحلي، بما في ذلك البنك المركزي، من أجل تغطية عجز ميزانيتها. لكن تنامي العجز نتيجة إصرار الرئيس على إبقاء الإنفاق الاجتماعي مرتفعًا أدخل البلاد في حلقة مفرغة تتكوّن من عوامل عدّة، هي: تعاظم العجز المالي، ومزاحمة تمويل القطاع الخاص، وضغوط تضخّمية، وانخفاض معدّل الاستهلاك بسبب التضخّم، وتراجع حجم الاستثمارات، ونقص فرص العمل وتدهور الظروف الاجتماعية، وتصاعد السخط الشعبي الذي يسعى النظام إلى تهدئته من خلال الإنفاق الاجتماعي المرتفع، ما يفاقم العجز المالي أكثر فأكثر.
The Tunisian government’s decision to maintain high social spending and avoid reforms to the universal subsidy system or to the state-owned enterprises responsible for importing fuel and basic food products stems from a debt-management strategy grounded, on the one hand, in populist ideology and, on the other, in political calculation. Saied’s refusal to conclude an agreement with the International Monetary Fund worsened the scarcity of external financing, forcing Tunisia to rely increasingly on its domestic financial sector, including the central bank, to cover its budget deficit. But the growing deficit resulting from the president’s insistence on keeping social spending high has pulled the country into a vicious cycle composed of several factors: a widening fiscal deficit, the crowding out of private-sector financing, inflationary pressures, lower consumption because of inflation, declining investment, fewer job opportunities and worsening social conditions, and mounting popular discontent that the regime seeks to calm through high social spending, which further aggravates the fiscal deficit.
إذًا، أحجمت حكومة سعيّد عن إدخال إصلاحات على نظام الدعم وحافظت بالتالي على ثبات أسعار المنتجات الغذائية الأساسية في محاولةٍ منها لاحتواء مشاعر الغضب المُحتملة في أوساط الفقراء والطبقة الوسطى، ولا سيما الفئة التي تعتمد على الدولة وتضمّ حوالى 645 ألف منتسب إلى الاتحاد العام التونسي للشغل، يمثّلون ما نسبته 7.4 في المئة من السكان الذين هم في سنّ العمل. وفي أعقاب الإضراب الذي دعا إليه الاتحاد العام التونسي للشغل في جميع أنحاء البلاد في العام 2022، وقّعت الحكومة والاتحاد العام اتفاقًا لزيادة أجور أعوان الوظيفة العمومية بواقع 3.5 في المئة فقط خلال السنوات الثلاث المقبلة (من 2023 إلى 2025). لكن باتت هذه الزيادة راهنًا أدنى من معدّل التضخم، ما يُضعف القدرة الشرائية للعمّال والموظّفين.
Saied’s government has therefore refrained from reforming the subsidy system and has accordingly kept the prices of basic food products stable in an attempt to contain potential anger among the poor and the middle class, especially the state-dependent segment that includes around 645,000 members of the Tunisian General Labor Union, representing 7.4 percent of the working-age population. After the nationwide strike called by the Tunisian General Labor Union in 2022, the government and the union signed an agreement to raise the wages of public employees by only 3.5 percent over the following three years, from 2023 to 2025. But that increase is now below the inflation rate, weakening workers’ and employees’ purchasing power.
وبدلًا من استخدام الرصيد السياسي لإدخال إصلاحات جريئة إلى نظام الدعم، لجأت السلطات منذ العام 2022 إلى التقنين وترشيد التوريد لخفض النفقات على الدعم، ما أدّى إلى نقص توافر الموادّ الغذائية. صحيحٌ أن مثل هذا الترشيد قد يكون مقبولًا من الناحية الاجتماعية على المدى القصير، بحيث قوبلت الاعتراضات الشعبية بالقمع، إلّا أنه ليس مستدامًا على المدى الطويل. بل يكمن الحلّ الأفضل في استبدال نظام الدعم الشامل بشبكة أمان اجتماعي واسعة ومحدّدة الأهداف. لكن من الصعب تطبيق هذا الحلّ على المستوى السياسي، ولو تمّ البدء في تنفيذه قبل انتخابات تشرين الأول/أكتوبر 2024 لكان قوّض آمال سعيّد بإعادة انتخابه لولاية ثانية. يتطلّب مثل هذا الإصلاح توجيه المساعدات إلى الأُسر بناءً على دخلها، ووضع عتبات أو معايير لتحديد أهلية تلّقي الإعانات والتحويلات النقدية قبل رفع الأسعار تدريجيًا، وهذا الأمر قد يثير استياءً في أوساط الفئات المُستثناة. أدّت المحاولات السابقة لإلغاء الدعم إلى اندلاع مظاهرات في جميع أنحاء البلاد في العام 1978، وأيضًا في العام 1983. وبدلًا من أن يحاول سعيّد تطبيق إصلاحات مُجدية، اختار إبقاء الوضع القائم على حاله.
Instead of using political capital to introduce bold reforms to the subsidy system, the authorities have since 2022 resorted to rationing and import controls to reduce subsidy expenditures, leading to shortages of foodstuffs. Such rationing may be socially acceptable in the short term, with popular objections met by repression, but it is not sustainable over the long term. The better solution would be to replace the universal subsidy system with a broad, well-targeted social safety net. Yet this solution is politically difficult to apply; had implementation begun before the October 2024 elections, it would have undermined Saied’s hopes of reelection to a second term. Such reform requires directing assistance to households on the basis of income, and setting thresholds or criteria to determine eligibility for aid and cash transfers before prices are gradually raised, which could provoke resentment among excluded groups. Previous attempts to abolish subsidies triggered demonstrations across the country in 1978 and again in 1983. Rather than try to implement meaningful reforms, Saied chose to leave the status quo intact.
نظرًا إلى الأوضاع الاقتصادية المتدهورة، التي تشهد تدنّي معدّلات النمو وانتشار البطالة، حافظت الحكومة على مستويات مرتفعة من الإنفاق على أنظمة الحماية الاجتماعية. مع ذلك، باتت شبكات الأمان هذه أقل فاعليةً في حماية التونسيين، كما بدا واضحًا من تنامي مشاعر الاستياء بسبب تدهور الخدمات العامة، وخصوصًا في قطاعَي التعليم والرعاية الصحية، اللذَين أصبحا مُكلفَين جدًّا للطبقة الوسطى. علاوةً على ذلك، لا يزال نطاق الحماية الاجتماعية محدودًا، إذ يعجز عن توفير التغطية الكافية للفئات السكانية الفقيرة التي تزداد عددًا.
Given deteriorating economic conditions, marked by low growth rates and widespread unemployment, the government has maintained high levels of spending on social protection systems. Yet these safety nets have become less effective in protecting Tunisians, as is evident from growing resentment over the deterioration of public services, especially in education and healthcare, which have become very costly for the middle class. Moreover, the scope of social protection remains limited, unable to provide adequate coverage for the growing number of poor people.
تتألّف منظومة الحماية الاجتماعية في تونس من مكوّنَين أساسيَّين: برامج الضمان الاجتماعي الخاصة بالموظفين والعاملين في القطاعَين العام والخاص الذين يشكّلون معظم المنتمين إلى الطبقة الوسطى، وبرنامج المساعدات الاجتماعية المخصّص لإعانة الفئات السكانية الفقيرة، ويُعرَف باسم برنامج الأمان الاجتماعي.1 وبحسب آخر التقديرات في العام 2020، بلغت النفقات على الحماية الاجتماعية في تونس أكثر من 7.5 في المئة من الناتج المحلي الإجمالي، أي أعلى من المتوسط المسجّل في العالم العربي (وهو 4.6 في المئة من الناتج المحلي الإجمالي). وتضمّ هذه المنظومة صناديق الضمان الاجتماعي لموظفي القطاعَين العام والخاص (باستثناء المساعدات الصحية) والتحويلات النقدية للفئات الفقيرة. وعلى الرغم من التداعيات التي خلّفها تفشّي وباء كورونا واستمرار حالة الركود الاقتصادي، بقيت التحويلات النقدية للفئات الفقيرة مستقرة نسبيًا عند نحو 0.8 في المئة من الناتج المحلي الإجمالي سنويًا منذ العام 2018. يشير هذا الواقع إلى أن الموارد التي تخصّصها الدولة لمساعدة الفئات السكانية الفقيرة والمحتاجة لم ترتفع، على الرغم من تدهور الأوضاع الاقتصادية في البلاد.
Tunisia’s social protection system consists of two basic components: social security programs for employees and workers in the public and private sectors, who make up most of the middle class, and the social assistance program designed to aid poor populations, known as the Amen Social Program.1 According to the latest estimates in 2020, spending on social protection in Tunisia exceeded 7.5 percent of GDP, higher than the average recorded in the Arab world, which is 4.6 percent of GDP. This system includes social security funds for public- and private-sector employees, excluding health assistance, and cash transfers for poor groups. Despite the repercussions of the coronavirus pandemic and the persistence of economic stagnation, cash transfers to the poor have remained relatively stable at around 0.8 percent of GDP annually since 2018. This indicates that the resources the state allocates to assist poor and needy populations have not increased, despite the deterioration of the country’s economic conditions.

Tunisia’s social safety nets can be improved by expanding program coverage and better targeting assistance to the populations most in need. At present, the Amen Social Program, which provides cash transfers and free or reduced-rate healthcare to the poor, covers 30 percent of Tunisians. It also provides monthly cash transfers and free medical services to 333,000 poor families, equivalent to more than 10 percent of Tunisia’s population, thanks to financial support from international partners. The spread of the coronavirus led to a significant rise in the number of families receiving assistance, from around 260,000 families in 2019 to about 310,000 in 2023. The value of cash transfers rose from 180 dinars, or $60, in 2020 to 200 dinars, or $65, in 2022, then to 220 dinars, or $73, in 2023, and finally to 240 dinars, or $80, in 2024. Yet given high inflation and deteriorating economic conditions, the impact of the increase in cash transfers remains open to question, raising doubts about how effective they are in sustainably reducing poverty over the long term.

Although the Amen Social Program provides free healthcare to the neediest populations, and reduced-rate medical services to around 620,000 other low-income families, it cannot guarantee the quality of the healthcare provided because of the deterioration of the medical sector, medicine shortages, and the accelerating pace of privatization. The weak performance of Tunisia’s healthcare system during the coronavirus pandemic highlighted the extent of the sector’s long-standing decline. Tunisia’s public healthcare infrastructure has stagnated since 2011 despite population growth and worsening poverty, while the number of private health facilities rose by 28 percent between 2010 and 2018. Public health spending had fallen shortly before the coronavirus pandemic, from 7 percent of GDP in 2018 to only 5 percent in 2019. Over the past few years, this deterioration in the public healthcare sector has worsened because of a severe lack of investment, which has primarily harmed poor populations.

High social spending does not address Tunisia’s structural problems; it merely buys time. Meanwhile, the number of needy people is steadily rising, while the absence of investment accelerates the deterioration of public services, with catastrophic social consequences. Inactivity among young people is a major problem in Tunisia because of widespread unemployment, early school dropout, and a shortage of vocational training facilities. Young people who are not in employment, education, or training make up a large share of Tunisia’s potential labor force. A recent study by the United Nations Development Programme found that more than a quarter of young Tunisians aged 15 to 29 fall outside education, work, and training. This reality highlights Tunisia’s structural unemployment and the country’s inability to integrate younger generations into the labor market, from which they are often excluded, as they are from the economy and social protection programs. It also reveals the ineffectiveness of social spending in the absence of investment and job opportunities.

Policymaking under Saied has been marked by a tendency toward improvised, short-term measures. Given limited financial resources and fears of social unrest, Saied has resorted to three tactics: restricting imports to preserve central bank reserves; adopting a carrot-and-stick approach to maintain the compliance of economically vulnerable segments of the population and prevent the wage bill from swelling; and building patronage networks to secure the support of the poor. These tactics fall within a populism focused on buying time and ensuring the regime’s survival, rather than seeking to implement purposeful reforms.

Since 2022, the government has restricted imports of basic commodities whose importation is monopolized by the state, because it lacks the foreign currency needed to purchase these products. This decline in imports of basic foodstuffs has led to recurrent shortages of subsidized products such as semolina, flour, cooking oil, rice, and sugar, making it difficult to compensate through increased imports for the poor agricultural seasons of 2022 and 2023. Indeed, Tunisia’s grain harvest fell by two-thirds during the first nine months of 2023 because of drought, and the Cereals Office was unable to increase imports enough to offset this loss. Yet despite a decline in the trade-balance deficit in 2024, shortages of goods and basic commodities persisted in the Tunisian market. During the first nine months of 2024, the value of food exports rose by 35.4 percent, driven primarily by an increase of nearly 62 percent in Tunisia’s revenues from olive oil exports. By contrast, the value of food imports fell by 11.1 percent, largely because of reductions in sugar imports, by 39.6 percent, and grain imports, by 19 percent. This applies especially to products distributed by state-owned enterprises. Since these enterprises were already burdened by debt and did not receive sufficient budget transfers, they were unable to increase their external purchases.

This scarcity of primary goods has produced two notable consequences. First, it has fueled the growth of the black market, especially for goods such as sugar and semolina. The poorest residents are forced to stand in queues for hours outside retail stores or supermarkets on the days these goods are distributed in order to buy sugar, which is later sold at a higher price on the black market. Such long lines outside shops have become a familiar sight. Second, severe shortages of basic commodities have increased illicit cross-border trade with Algeria. Thousands of Tunisians now go to the Algerian market to shop and buy their supplies of food and other goods, in parallel with the expansion of informal trade networks between the two countries. In response to rising demand, Algerian border areas have seen new supermarkets open. At the same time, the Algerian authorities have also begun taking strict measures to combat trade in subsidized goods that relies on extensive informal networks.

Such shortages of basic consumer goods are neither socially nor politically sustainable. Saied has refused to assume political responsibility for them; instead, he has relied heavily on invoking conspiracy theories, blaming price “speculators,” and using conspiracy theories as a form of “justificatory ideology” to evade accountability.

In the absence of coherent economic management, Saied has resorted to carrot-and-stick tactics to rein in growing discontent among the neediest populations. The case of substitute or replacement teachers, contractual teachers who have for years demanded permanent public-sector contracts, highlights the social consequences of the regime’s borrowing strategy. The protests by substitute teachers exposed Saied’s unfulfilled promises to reform labor laws and end precarious, short-term employment contracts. These teachers, whose number ranges between 12,000 and 17,000, represent about 10 percent of Tunisia’s education workforce, but they earn less than half the salaries of regular teachers and receive them for only nine months, while being denied the right to full social coverage. For more than a decade, the Ministry of Education has resorted to precarious employment because of budget constraints and weak funding, claiming that 97 percent of its budget is spent on wages. The use of poorly paid substitute teachers with insecure employment status, especially in marginalized regions, was a practice followed under former president Zine el-Abidine Ben Ali and expanded after his ouster in 2011. The aim of this precarious employment in the education sector was to calm social anger among unemployed university graduates and fill shortages in teaching staff, but without providing job security.

Despite Saied’s many promises to put an end to the temporary-contract labor system, no long-term contracts have been offered to teachers. The government once again delayed the recruitment of substitute teachers until 2025, and announced in the 2025 draft state budget its intention to appoint 7,592 teachers, but offered no clear budgetary plans or credible growth forecasts. While the government estimated that Tunisia would record 3.2 percent growth, the International Monetary Fund recently forecast growth of only around 1.6 percent during 2025. Although the government intends to increase spending in 2025, it has decisively rejected an agreement with the International Monetary Fund for a financial rescue program, meaning that it will be unable to meet its financing needs. The promises made to substitute teachers appear once again likely to remain ink on paper.

Since his seizure of power, Saied has tried to keep social spending high while preventing the wage bill from expanding. The public-sector wage bill, before Saied’s coup against the constitution in 2021, had reached a high level of 16.1 percent of GDP in 2020, before stabilizing at around 14.5 percent in 2022 and 2023, then falling to 13.6 percent in 2024. In 2023, Saied launched a campaign to review appointments made in the public sector over the previous decade, hoping it would lead to the dismissal of a large number of public-sector employees and to job vacancies. Yet after months, the campaign failed to achieve its goals, leaving the president no choice but to ignore the demands of substitute teachers.

In an effort to preserve a support base among poor populations, Saied turned to patronage networks by promoting what are known as state-funded and state-controlled community companies, portraying them as a solution to unemployment. Regional governors are tasked with supervising these cooperatives, which receive financial support from state-owned banks. Poor people in rural areas expressed hope that this system would deliver tangible benefits, especially as community companies were established in sectors such as transport and services, but these projects have generally failed to generate profits. Rural communities have repeatedly demanded easier access to state-owned lands, but Saied’s approach has not addressed this important issue. His policies have offered no clear answers on important questions related to land ownership and uses, for example. So far, these companies have proved economically ineffective, although they represent an attempt to contain popular anger among the poor by creating patronage networks and preserving Saied’s political support base. After his reelection to a second term on October 6, 2024, the expectations of this support base are likely to rise, particularly regarding access to land, which could bring it into collision with entrenched interests within the state bureaucracy and the private sector.

Saied’s victory in a second term, after receiving 90 percent of the vote, may not reflect Tunisians’ long-term satisfaction with his leadership. The low turnout, 28 percent, and the meager participation of young people in the vote, 6 percent among those aged 18 to 35, highlight the discontent and despair prevailing among them. While many Tunisians in 2019 had become disillusioned with democracy, paving the way for the rise of populism, the low turnout showed that Saied’s strategy of preserving the status quo and buying time had not succeeded in broadening his support base.
مع احتدام الأزمة المالية، سيواجه سعيّد لحظة الحقيقة في العام 2025 وسط تحديات اجتماعية واقتصادية جمّة. وسيتعيّن على تونس تلبية حاجاتها الملحّة إلى التمويل وتطبيق الإصلاحات الضرورية للخروج من حلقة الإنفاق المرتفع، والمديونية، والركود الاقتصادي. لكن هذه الإصلاحات ستقتضي من سعيّد وضع رصيده السياسي على المحك. ومثلما أدّى تدهور الأحوال الاقتصادية إلى تعثّر عملية الانتقال الديمقراطي في العام 2021، قد تفضي التداعيات الاجتماعية للشعبوية إلى إغراق تونس في الاضطرابات نتيجةً للركود الاقتصادي، ومعدّلات التضخم المتنامية، والمخاطر المُحدِقة المرتبطة بانخفاض قيمة الدينار. حتى الآن، يبدو أن التونسيين يحاولون تدبّر أمورهم وسط الأزمة، ويختارون في الكثير من الأحيان الهجرة بدلًا من الاحتجاج. لذا، لا بدّ من الانتظار لرؤية كيف سيتعاملون مع التحديات الكثيرة في المستقبل، بعد أن أضنتهم الآمال المُبدَّدة.
As the financial crisis intensifies, Saied will face a moment of truth in 2025 amid immense social and economic challenges. Tunisia will have to meet its urgent financing needs and implement the reforms necessary to escape the cycle of high spending, indebtedness, and economic stagnation. But these reforms will require Saied to put his political capital at stake. Just as deteriorating economic conditions caused the democratic transition to stumble in 2021, the social repercussions of populism may plunge Tunisia into unrest as a result of economic stagnation, rising inflation, and looming risks associated with a depreciation of the dinar. So far, Tunisians seem to be trying to get by amid the crisis, often choosing migration rather than protest. It remains to be seen, then, how they will deal with the many challenges ahead, after being exhausted by squandered hopes.
